ASSI – ASEAN Road to AMCDRR 2018 | 30-31 May 2018 | Jakarta, Indonesia

Supported by the ASEAN Safe School Initiative (ASSI), the workshop is aimed at providing a platform for ASEAN Member States (AMSs) to discuss about the region’s participation at the ASEAN Ministerial Conference on Disaster Risk Reduction (AMCDRR), in the past and forthcoming to determine regional key messages, discuss possible platforms to raise the messages or call for actions, strategies, preparations for white papers, statements, and policy briefs. Furthermore, the workshop also provided a platform for  discussions on an enabling environment where ASEAN CSOs continue engaging and contributing to the implementation of AWP 2.0.

The workshop specifically aimed to gather AMS’ focal points on school safety and ASEAN civil society organisations and other actors that have worked in school safety and relevant sectors (children & youth, climate change adaptation, other vulnerable groups, resilience, etc) in alignment with AWP 2.0. The outcome of this workshop is expected to be advocated during AMCDRR through 10 ASEAN governments’ delegates and other non‐state actors.

Asian Ministerial Conference on Disaster Risk Reduction 2018 | 3-6 July 2018 | Ulaanbaatar, Mongolia

The Asian Ministerial Conference on Disaster Risk Reduction (AMCDRR) is the regional platform for dialogue and action on DRR, under the Sendai Framework for Disaster Risk Reduction (SFDRR)1. Since its inception in 2005, the biennial Conference has met in: Beijing 2005, New Delhi 2007, Kuala Lumpur 2008, Incheon 2010, Yogyakarta 2012, Bangkok 2014 and New Delhi 2016. Each of the seven Asian Ministerial Conferences has adopted a political declaration and developed action plans that reaffirmed commitment to strengthen disaster resilience and renew regional approaches to implement first the Hyogo Framework for Action and now the SFDRR.
AMCDRR 2018 represents a key milestone to reflect on regional progress against the SFDRR three years since its adoption. Governments and key DRR stakeholder groups from across Asia, Central Asia and Iran are invited to participate. Participants from the Pacific are invited as observers.
This year, Mongolia will play host to the 8th Asian Ministerial Conference on DRR which will be held in Ulaanbaatar, Mongolia from 03 – 06 July 2018. More information and background to the Conference can be found here.

Children and Youth Stakeholder Action Statements AMCDRR 2016

Purpose and Overview:

The Children and Youth Stakeholder Group consist of three major coalitions:

  1. The UN Major Group for Children and Youth, (UNGA created facilitating entity for children and youth in UN negotiations, established through Agenda 21 in 1992)
  2. The Children in Changing Climate Coalition (CCC) (includes Plan International, Save the Children, UNICEF, World Vision and Child Fund, established in 2007)
  3. The Asia Pacific Coalition for School Safety (APCSS) (includes ADPC, IFRC, Plan International, Save the Children, World Vision, UNESCO, and UNICEF, established in 2012).

 

The Action Statement emphasized that children and youth are not just vulnerable; rather youth and children are part of the solution. Children and youth possess unique capacity to contribute to disaster risk reduction (DRR), respond to disasters and humanitarian crises, and build resilience. They are dynamic, resourceful, innovative and fast learners. Moreover, children and youth have the right for their needs to met and participate in decisions affecting them.

To get a youth and child perspective, during 2016 several National and Regional Consultations were conducted with children and youth in countries in Asia and the Pacific. Through these, children and youth outlined how they contribute to DRR and CCA, including participatory risk assessment of the school and their communities, school preparedness, and participation in decision-making and policy design at all levels.
