The Hanoi Call For Action
A shared agenda for stronger, more coordinated humanitarian response
In November 2023, Red Cross and Red Crescent leaders from across Asia Pacific, the Middle East, and Europe met in Hanoi to shape a common direction. The result was the Hanoi Call for Action: nine concrete commitments to strengthen National Societies over the next four years, through practical cooperation, leadership, and shared learning.
-
31 National Societies have completed baseline self-assessments.
-
2 National Societies have submitted a validated HC4A workplan.
- Webinars conducted on 8 Commitments; final webinars will take place in the next Quarter.
-
East Asia Leaders Meeting integrated HC4A priorities in its agenda
-
Potential development of AP Donor Advisory Group.
WHERE
ARE
WE
NOW?
The Hanoi Call for Action (HC4A) reflects what National Societies themselves identified as most urgent and necessary. It is not a high-level declaration but a practical, time-bound framework.
The commitments span critical areas- from volunteer protection and youth leadership to financial sustainability, women’s leadership, and coordination under Seville 2.0. They respond directly to the pressures National Societies face: growing disaster risk, constrained humanitarian space, and increasing expectations from communities, governments, and partners.
