‘The world is changing at a pace that we have never seen before and at the same time our world is ever more interconnected, creating new opportunities for solidarity but also new and more complex threats.

In November 2023, Red Cross and Red Crescent leaders from across Asia Pacific, the Middle East, and Europe met in Hanoi to shape a common direction. The result was the Hanoi Call for Action: nine concrete commitments to strengthen National Societies over the next four years, through practical cooperation, leadership, and shared learning. 

The Hanoi Call for Action (HC4A) reflects what National Societies themselves identified as most urgent and necessary. It is not a high-level declaration but a practical, time-bound framework.

The commitments span critical areas- from volunteer protection and youth leadership to financial sustainability, women’s leadership, and coordination under Seville 2.0. They respond directly to the pressures National Societies face: growing disaster risk, constrained humanitarian space, and increasing expectations from communities, governments, and partners.
