DESCRIPTION:  \nDuring the first implementation phase of “Enhancing Disaster Risk Reduction Capacity in Thailand” supported by USAID/OFDA from July 2016 to December 2018\, 11 villages and 10 schools in 3 flood-prone provinces namely Angthong\, Nakornnayok and Singburi were provided with both software (e.g. training on disaster management and simulation exercise) and hardware (e.g. first aid kit and CBDRR box). DESCRIPTION:Lao Red Cross conducted a first aid training for its staff at Attapeu Branch during 17-18 June 2019. The two-day training aimed to provide Attapeu staff basic knowledge about how to provide primary care to affected people during emergency. SUMMARY:Proposal Writing and Project/Programme Planning Training for Lao Red Cross | 24-27 June 2019 | Vientiane\, Lao PDR
DESCRIPTION:As an auxiliary to the Government\, Lao Red Cross (LRC) conducts activities within a range of programmes including emergency response\, water and sanitation\, health\, disaster preparedness and risk reduction\, livelihoods\, first aid\, and youth. The devastating flash floods caused by torrential rains in 2016 and the dam collapse in 2018\, have demonstrated the importance of coordinated emergency response\, at a regional and global level\, in dealing with large-scale disasters. \nThe two-year USAID/OFDA funded project “Red Ready” aims to strengthen LRC’s organizational capacities\, readiness and resilience in responding to disasters. As part of the project\, LRC headquarters and branch staff will be supported in developing proposal writing skills and enhancing the knowledge of Project/Programme Planning (PPP). The three-day training is expected to support LRC in its upcoming engagement with national\, regional and international partners. DESCRIPTION:During 24-28 June 2019\, the International Federation of Red Cross and Red Crescent Societies (IFRC) will be conducting an Asia Pacific Region Emergency WASH Training in Bandung\, Indonesia. \nThe five-day training aims to develop and strengthen the International Federation of Red Cross and Red Crescent Societies (IFRC) emergency response capacity in the Asia Pacific region in the WASH sector as well as to enhance technical knowledge and skills of National Society staff and volunteers. \nSpecific objectives\n1. Increase participants’ technical skills and knowledge to deploy and operate existing WASH disaster response tools\, aligned with regional and global WASH disaster response systems;\n2. Train participants from Asia Pacific National Societies in a common methodology\, in order to build a platform for future collaborative response mechanisms between these National Societies\, strengthening the network of WASH response staff and volunteers within the region; and\n3. Ensure all participants are familiar with the available coordination mechanisms and assessment tools for emergency response. \nBackground\nRegional disaster response teams (RDRTs) in the Asia Pacific Region began in 2003 out of a recognised need for increased disaster response capacity in South Asia and South East Asia. Due to the need to deploy RDRTs with specialised skills\, several specialised curriculums for Logistics\, WASH\, Health in Emergencies\, Information Technology and Telecommunications\, and Shelter have been developed. The Asia Pacific region has had approximately 44% of the total global deployments of Emergency Response Units (ERUs). SUMMARY:Myanmar Red Cross Holds Training of Trainers on Migration and Displacement | 9-12 July 2019 | Myanmar
DESCRIPTION:Myanmar Red Cross Society (MRCS) held the first Basic and Training of Trainers (ToT) course on Migration and Displacement on 9 – 12 July in Myanmar. The participants in this first training and ToT were MRCS Migration and Displacement Taskforce members that include Deputy Secretary General\, and Directors and Deputy Directors from First Aid and Social Services\, Ambulance Service\, Rakhine Special Operations\, Disaster Management\, Restoring Family Link\, South-East (Refugee Returns) Project\, Organizational Development\, Health\, Kachin Special Operations\, Youth Volunteering\, and Kachin State Chairman of MRCS. The development and implementation of this training is one of the pillars of the MRCS 10-point MRCS Action Plan on Migration and Displacement. \nThe training introduced key concepts and Red Cross principles of migration and displacement and how these can be applied in practice. The findings from the MRCS National Assessment on Migration and Displacement were shared and discussed and served as reference for the development of this training programme. The training was interactive and used case studies and scenarios which were relevant to Myanmar migration and displacement context. Next steps are for Taskforce members to consider and plan how Migration and Displacement principles and concepts can be included in the existing training or delivered separately in each department for staff and volunteers of MRC on the Red Cross approach to migration and displacement. \n

SUMMARY:IFRC Asia Pacific Regional Director Visits Viet Nam Red Cross Society
DESCRIPTION:From 17-18 July 2019\, the IFRC Asia Pacific Regional Director Xavier Castellanos paid a visit to Viet Nam Red Cross Society (VNRC) to discuss with the VNRC’s Leadership on opportunities and challenges in humanitarian landscape. During the meeting\, Mdm Nguyen Thi Xuan Thu- VNRC President repeatedly stressed that the support from the RCRC Movement partners becomes more crucial than ever before due to the significant reduction of donor funding toward the NSD and development interventions except disaster response operations due to the country has escaped from low income to middle income nation. In the meantime\, both VNRC HQs and branches have also faced significant cut in terms of budget leading to scaling down number of staffs which impacts on the capacity to reach out and deliver humanitarian work. Therefore\, it is crucial for VNRC to redirect its focuses and priorities to be relevant and a partner of choice in Viet Nam taking into consideration of above challenges. \nThe VNRC President highlighted some key directions which VNRC would like to operationalize in the years to come such as (i) Climate change adaptation and DRR; (ii) NSD through OCAC and BOCA; (iii) Communications and Resource Mobilisation; (iv) New forms of volunteering engagement and development; and (v) RCRC Movement values\, power and inclusion. \nIn this connection\, the IFRC AP Regional Director also expressed his support toward the above mentioned directions of the VNRC and committed that IFRC will be doing all it could to tag along with VNRC in pursuing our vision of “Everywhere for Everyone”. \nIn the meantime\, the IFRC AP Regional Director used this opportunity to update VNRC and Movement Partners in Viet Nam of the IFRC Strategic Plan 2030 development and discuss with VNRC on how best the Movement Partners could support VNRC toward the development and alignment of the VNRC Strategic Plan 2030 and vision 2045.

SUMMARY:Fifth National Disaster Response Team (NDRT) Training | 5-9 August 2019 | Chonburi\, Thailand
DESCRIPTION:  \nThe Thai Red Cross Society (TRCS) has developed the criteria for disaster relief operation in the TRCS’s strategy plan. Three criteria were made for the third strategy by focusing on the quick turnaround and survival needs of the affected people. The three criteria are as follow: 1) Affected people should get the TRCS relief kit within 6 hours; 2) TRCS mobile emergency centres will provide services within 4 hours; and 3) affected people should receive TRCS food and water within 4 hours. \nFrom the past until now\, Relief and Community Health Bureau (RCHB) has identified the capacity building needs for staff and volunteers. DESCRIPTION:  \nThai Red Cross Society (TRCS) Relief and Community Health Bureau (RCHB) has established the Water\, Sanitation and Hygiene Promotion (WASH) unit to provide training on water purification process during emergencies for staffs including nurses to be able to work effectively during emergencies. \nThe ultimate goal of the training is to enable Thai Red Cross staff to be able to help affected communities prevent the spread of water-borne diseases and teach them how to produce safe water in the household. DESCRIPTION:From 10-12 October 2019\, leadership and the management of Viet Nam Red Cross (VNRC) gathered in Hanoi to visualize the VNRC’s the future. The process participated by both VNRC’s external and RCRC Movement partners where relevance an applicability to the role of VNRC with the purpose if legitimizing the work carried out in the country were highlighted and entry points for identification of actions that serve to increase the recognition and trust of the population. \nThe process seeks to stimulate the idea of and visualize VNRC that is attuned to current times and built on the experience and knowledge gained over the years\, from the perspective of challenges and opportunities in the current context of the country. As part of the process\, models of sustainability and institutional strengthening will be defined. \nThe process of visioning includes at least three moments that we have called “circles for change“. The main objective of these moments is to define the strategic priorities for development and sustainability that will serve to give a clear direction on the model of VNRC that is sought to respond to the demands of the present context\, trends and future needs. \nPlease note that the process is far from any existing conflict within the national society and focuses mainly on building a future in the form of commitments within in each of the circles. \nDuring the 2 and ½ day visioning process\, the VNRC leadership demonstrated their strong commitment to reflecting the change\, making change and bringing change in the future and in particular in its Strategic Plan 2030 development.

SUMMARY:IFRC\, AHA Centre Co-Host Southeast Asia 'Management of International Assistance' Workshop | 20-21 November 2019 | Jakarta\, Indonesia
DESCRIPTION:  \nJakarta\, 20-21 November 2019. The IFRC and AHA Centre organized a 2-day workshop on the “Management of International Assistance” for Southeast Asia governments and Red Cross Red Crescent National Societies (“NS”).  It was the first collaboration between the IFRC Disaster Law Programme and AHA Centre\, and the workshop was graced by Ms. Adelina Kamal (AHA Centre Executive Director)\, Mr. Joy Singhal (IFRC Myanmar Head of Country Office)\, Mr. Ky-Anh Nguyen (ASEC Director of Sustainable Development).  The activity was generously supported by the governments of Switzerland\, Germany and the Australian Red Cross. \nThree major disaster events that triggered the receipt of foreign international assistance in Myanmar (2015 nationwide flooding)\, Viet Nam (2017 Typhoon Damri)\, and Lao PDR (2018 floods in Attapeu and other provinces) have prompted officials from national disaster management offices\, foreign affairs ministries\, and national societies in Southeast Asia to sit down and talk about challenges and lessons learned from these disaster responses. Among those identified is the importance of clearly identifying the government office responsible for declaring the request for or acceptance of international assistance\, which office/s may accept offers of international assistance\, and establishing standard procedures for reaching such a decision.  There was consensus that in the region practice leans towards accepting offers of international assistance rather than direct requests for such support by the disaster-affected state. \nMr. Singhal emphasized that “as auxiliary to their public authorities in the humanitarian field\, Red Cross Red Crescent NS with the support of IFRC are on hand to support their governments to strengthen their national preparedness\, and facilitate dialogue between international actors and national authorities on how to better prepare together.” This includes support on strengthening national legal preparedness of international humanitarian assistance.  Basic principles espoused by the IFRC Guidelines for the Domestic Facilitation and Regulation of International Disaster Relief and Initial Recovery Assistance\, what is usually called International Disaster Response Law (“IDRL”)\, was shared by Ms. Pauline Caspellan\, IFRC SEA Disaster Law Adviser.  She emphasized that the ASEAN Agreement on Disaster Management and Emergency Response perfectly embodies the IDRL principles\, and is a model guide for states and NS not only in ASEAN but in other regions.  Ms. Gabrielle Emery\, IFRC AP Disaster Law Coordinator\, presented the new Checklist on Domestic Preparedness and Response as well as the proposed resolution on “Climate Smart Disaster Laws and Policies That Leave No One Behind” which was adopted by states and national societies at the 33rd Red Cross and Red Crescent  International Conference. \nThe workshop was formally closed by Mr. Xavier Castellanos\, IFRC AP Regional Director\, and Ms. Kamal. Both IFRC and AHA Centre are keen to continue partnership on disaster law issues\, and further discussions on the outcomes of the workshop are expected early next year in order to continue the momentum of strengthening domestic and regional legal preparedness for disasters in the ASEAN region.

SUMMARY:2nd NDRT on Water\, Sanitation and Hygiene Promotion (WASH) Training
DESCRIPTION:The Thai Red Cross Society (TRCS) has developed the criteria for disaster relief operation in the TRCS’s strategy plan. Three criteria were made for the third strategy by focusing on the quick turnaround and survival needs of the affected people. The three criteria are as follow: 1) Affected people should get the TRCS relief kit within 6 hours; 2) TRCS mobile emergency centres will provide services within 4 hours; and 3) affected people should receive TRCS food and water within 4 hours. \nThe Relief and Community Health Bureau (RCHB) of the TRCS has established the Water Sanitation and Hygiene Promotion unit and developed a training course on water purification process during emergencies.  Participants completing this course will learn how to prevent water-related diseases and how to produce safe water for disaster-affected people.   \nThis activity was made possible by the funding from the USAID Bureau for Humanitarian Assistance (BHA) \nObjectives\n1. To build knowledge on WASH and strengthen the emergency management capacity for TRCS staff\n2. To ensure that the emergency response operation of the TRCS meets international standards \nTarget Group\nTRCS nurses and personnel who work at the Head Quarter and 13 RC health stations over the country (30 persons) \nExpected outcomes\n1. Participants will gain knowledge and skill on disaster management and WASH.\n2. Participants will be prepared to join the regional disaster response team training workshop in the future.\n3. DESCRIPTION:  \nBackground \nYouth is the backbone of a country. They play pivotal roles for sustainable national development\, peace\, unity\, solidarity\, and prosperity. Education\, hand-on working experiences\, continued capacity building\, and leadership in their respective positions are key for youths’ participation in sustainable and inclusive socio-economic development. Having considered the essential roles of youth\, the 2nd SEA RCRC Youth Forum aims to achieve the following objectives: \n\nTo provide opportunities for youths to receive trainings and hand-on experiences in leadership and effective communication including\, but not limited to\, public speaking\, project pitching\, negotiation and persuasion\, and team management.\nTo engage in the discussion in identifying current challenges for the SEA RCRC Movement and the root causes by revisiting 2022 youth statement\, SWOT\, 5why\, and problem tree\, based on the different themes including Education\, Health Care\, Disasters and Climate Change\, First Aid\, Road Safety\, School Safety\, and Humanitarian Innovation.\nTo propose possible solutions to the 2023 SEA RCRC challenges.\nTo identify and highlight the roles of youths in contributing to the future of Red Cross Red Crescent / Humanitarian Innovation.\nTo put knowledge and skills into practices through the development of the joint statement to be presented in one of the Dialogue Sessions of 20th SEA RCRC Leaders Meeting and social media content creation; and\nTo have hand-on experiences in Climate Response action (tree plantation) at the Cambodia Buddhist Cultural Centre located in Kirirom National Park\, and a visit to Tuol Sleng Genocide Museum to learn about the atrocity of Khmer Rouge and Cambodia’s recent unfortunate history and the efforts for national reconciliation and rehabilitation\, which has brought Cambodia to the current state of peace and development.\n\n  \nExpected Outputs \nBy the end of this forum\, the followings are expected: \n\n3 days training and one day field tree planting/Humanitarian field trip and hand-on experiences are provided to SEA youths.\nA list of Current challenges for the SEA RCRC Movement are identified based on different themes highlighted in the objectives.\nSolutions and Prototypes to address the 2023 SEA RCRC challenges are proposed.\nSocial media contents for each thematic theme to be used for each National Society are created and widely shared.\nKey roles of youths in contributing to the future of Red Cross Red Crescent / Humanitarian Innovation are identified.\n2nd SEA RCRC Youth Forum Joint Statement and Commitment (reflect and adapt from Bandar Seri Begawan Youth Forum Statement) with concrete follow up plan for each National Society is developed and presented at the 20th SEA RCRC Leaders Meeting.\nHand-on experiences in climate response activity of the Cambodia’s unfortunate recent history of Khmer Rouge genocide are provided to youths.\nClimate action event for the local community and reflection sharing/ presentation from the participants from Tuol Sleng Genocide Museum are presented; and\nRound Table discussion between Youth Delegates and SEA NS Leaders on the topic of “Youth contribution for the future of Red Cross Red Crescent / Humanitarian Innovation” is organized.\n\n  \nExpected Outcomes: \n\nCapacity of youths in leadership and effective communication including public speaking\, project pitching\, negotiation and persuasion\, and team management is built.\nThe pivotal roles of youths are promoted more widely to multi-stakeholders and the public via social media contents.\nImproved youths’ engagement in the discussions on their contributions to Red Cross Red Crescent/Humanitarian Innovation through the development of joint statement\, identification of challenges and proposed solutions\, and their roles.\nBetter understanding and more active participation in climate response and environmental protection.\n\n  \n\nRelated Documents \n\nYouth Statement 2023\nConcept Note\nAgenda\n\n  \nPhotos  \n

DESCRIPTION:  \n \n  \nBackground \nThis is an annual meeting that brings together Red Cross and Red Crescent (RCRC) leaders from South-East Asia (SEA)\, IFRC and ICRC to discuss and decide on issues of interest to the Movement in SEA. National Societies (NS) members are Brunei Darussalam Red Crescent Society\, Cambodian Red Cross Society\, Indonesian Red Cross Society\, Lao Red Cross\, Malaysian Red Crescent Society\, Myanmar Red Cross Society\, Philippine Red Cross\, Singapore Red Cross Society\, Thai Red Cross Society\, Timor-Leste Red Cross Society and Viet Nam Red Cross Society. This is a NS platform while the IFRC’s role (Asia Pacific Region & Bangkok Country Cluster Delegation) is as secretariat\, and ICRC (Operations Department Asia & the Pacific and Regional Delegation Bangkok) is invited as a movement partner. This annual platform was initiated by Mr. Phan Wannamethee\, Former Secretary General of Thai Red Cross Society\, and the 1st South-East Asia Red Cross Red Crescent Leaders Meeting was hosted by Thai Red Cross Society in Bangkok in 2003. \n  \nThe 19th Southeast Asia Red Cross Red crescent Leaders meeting was hosted by Brunei Darussalam Red Crescent Society in October 2022\, which resulted in the Bandar Seri Begawan Statement. During this meeting the leaders decided from 2023 to meet twice in one year as a minimum\, once in person and once virtually. \n  \nPurpose \n  \n\nTo discuss policies and issues of the Red Cross and Red Crescent work among the National Societies\, the IFRC secretariat and the ICRC and agree on appropriate action and follow up\nTo take stock of the progress of the strategic directions of the Red Cross and Red Crescent Movement and to develop and implement key actions through sub-regional cooperation and networking among the National Societies\, the IFRC secretariat\, the ICRC\, and also ASEAN Secretariat / AHA Center\nTo ensure that the sub-regional National Society networks and forums are accountable towards the RCRC SEA leaders meeting\nTo get closer to each other and to take advantage of the strength of working together\nTo increase the performance and effectiveness of our work\nTo go beyond the networking for better coordination and cooperation\nTo prepare for international DESCRIPTION:  \nBackground: \nYouth play an essential role in all Southeast Asian (SEA) National Societies volunteer activities\, as they possess the requisite knowledge and skills to effectively champion and implement the National Societies missions and mandates. Our regional youth leaders need to be involved in decision-making processes at both implementation and strategic levels. The Phnom Penh call for action underscores a collective commitment among SEA National Society leadership and youth to foster youth activities and participation\, with the 2024 Youth Leaders aiming to advance this agenda by formulating a youth statement building upon past outcomes. SUMMARY:2nd SEA First Aid Network (SEAFAN) Meeting | 3-4 September 2024 | Bali\, Indonesia
DESCRIPTION:  \nBackground \nThe Southeast Asian region is no stranger to a myriad of challenges\, from natural disasters to public health emergencies and humanitarian crises. In the face of such adversities\, the First Aid services provided by our National Societies play a vital role in saving lives\, alleviating suffering\, and building resilient communities. Recognizing the need for enhanced coordination and collaboration\, this First Aid Network Meeting has been envisioned as a platform for pooling our collective expertise and experiences. \nThe First Aid Network brings together Red Cross and Red Crescent (RCRC) representatives from South-East Asia (SEA)\, IFRC and ICRC to discuss collectively supporting to achieve the First Aid Vision 2030. This network was formed as a decision from the 19th Southeast Asia Leaders meeting\, hosted by Brunei Darussalam Red Crescent Society in Bandar Seri Begawan in 2022\, which also agreed on Brunei Darussalam Red Crescent Society as the first chair of the network. The decision included a commitment by all leaders to invest in development of Southeast Asia National Societies capacity and resources in First Aid through peer-to-peer learning and support as well as scaling up Southeast Asia National Societies capacity in community first aid and continuing to invest in the development of commercial first aid\, including utilizing digital platforms. \nIn October 2023\, the 1st Southeast Asia First Aid Network (SEAFAN) took place in Bandar Seri Begawan\, Brunei Darussalam with the Brunei Darussalam Red Crescent hosted the meeting as the 1st chair of the network. The meeting resulted in several priorities where the network will focus on strengthening and supporting knowledge on first aid programming within Red Cross and Red Crescent Societies in the Southeast Asian region to align and achieve the IFRC First Aid Vision 2030\, which reflect the two focus areas: 1) Physical First Aid (under GFARC guideline) and 2) Psychological First Aid (under Asia Pacific MHPSS Training and Learning Collaborative guidance). This vision aims to enhance the capacity and reach of first aid services\, making them more accessible and effective in saving lives and reducing injuries in different context of populations. Each National Society will continue promoting and prioritizing the first aid program and services within their respective country. The network focuses on following activities to accomplish this objective such as (1) Knowledge sharing and best practices\, (2) Capacity building and training\, (3) Advocacy and policy development\, (4) Research and development\, and (5) Digitalization and innovation. Based on the joint-resolution endorsed by the participants in the 1st SEAFAN Meeting\, it is agreed that the 2nd SEAFAN will be hosted by Indonesian Red Cross. This decision was taken with some considerations that Indonesian Red Cross will be the host of Red Cross Red Crescent Southeast Asia meetings in 2024. \nObjectives \nThe primary aims of this meeting are to continue the commitment and collaboration in implementing the 2nd Annual Southeast Asia First Aid Network Meeting hosted by the 2nd chair\, Indonesian Red Cross. The meeting will seek to monitor and evaluate the progress of the network action plan on the agreed joint-resolution\, further\, to work collectively towards strengthening First Aid Capacity in Southeast Asia. SUMMARY:SEA National RCRC Societies - IFRC Engagement with ASEAN | 4 September 2024 | Bali\, Indonesia
DESCRIPTION:  \nBackground and Rationale \nOn 25 May 2022\, ASEAN and the International Federation of the Red Cross and Red Crescent Societies (IFRC) signed the Memorandum of Understanding (MOU) on the Strengthening of Community Resilience in Southeast Asia\, which outlined the scope and main areas of cooperation between ASEAN and IFRC on matters of mutual interest in supporting the strengthening of community resilience at regional\, national and local levels in the ASEAN region. \nThe MOU lists areas of collaboration related to disaster management\, disaster risk reduction\, disaster law\, health in emergencies\, disaster relief and emergency response\, gender\, youth\, and climate change. Investments in these critical areas will provide structural foundations in buttressing the ASEAN region against new\, emerging and long-term disaster risks. The MoU also highlighted that ASEAN and IFRC would endeavor to convene joint consultations once a year to evaluate the activities agreed by both Participants and explore ways to further and deepen cooperation in the future. \nSince the signing of the MoU in 2022\, ASEAN institutions\, Red Cross Red Crescent Societies (NSs)\, and IFRC have actively collaborated in the fields of disaster preparedness\, response\, youth and volunteer initiatives\, trainings\, and joint mapping exercises\, all in accordance with the provisions of the signed MoU and respective role/mandates of NSs within their countries. \nOn 22 September 2023\, H.E. Dr. Kao Kim Hourn\, Secretary-General of ASEAN (SG)\, attended and delivered keynote speech at the 20th Southeast Asia (SEA) Red Cross and Red Crescent Leaders Meeting\, in Phnom Penh. SG Dr. Kao highlighted the important role of the IFRC in disaster management in the ASEAN region\, elaborated on ASEAN’s efforts in strengthening community resilience in the implementation of the MoU\, and encouraged the IFRC and the National Societies in the region to work collaboratively with ASEAN in disaster management. \n  \nObjectives \nThe event is proposed to be divided into two main parts\, which includes dialogue and knowledge sharing/learning session. \n\nPart 1. DESCRIPTION:  \nBackground \nThe Southeast Asia Red Cross Red Crescent Leaders Meeting serves as a forum for leaders of the Red Cross and Red Crescent (RCRC) and their Partners in Southeast Asia (SEA)\, alongside representatives from the International Federation of Red Cross and Red Crescent Societies (IFRC) and the International Committee of the Red Cross (ICRC). Together\, they convene to address and make decisions on pertinent issues affecting the Movement within the region. The SEA RC Leaders Meeting\, as an annual platform was initiated by the Thailand Red Cross Society\, which hosted the 1st South-East Asia Red Cross Red Crescent Leaders Meeting in Bangkok in 2003. Afterward\, the National Societies took turns to host the Meeting one after another. \nIn September 2023\, the Cambodian Red Cross Society (CRCS) chaired and hosted the 20th Southeast Asia Red Cross Red Crescent Leaders Meeting and adopted the Phnom Penh Statement. The Secretary General of ASEAN was present at the Meeting. \nPrior to the Meeting\, the CRCS also hosted the 2nd SEA Youth Forum which adopted the Youth Phnom Penh statement. The 1st Youth Forum was organized in Bandar Seri Begawan\, Brunei Darussalam in 2022. \nAs mandated by the Leaders in the 20th meeting\, the Indonesian Red Cross (PMI) will assume chairmanship and host the 21st SEA Leaders Meeting in 2024. While\, as designated by the 2nd Youth Forum\, the PMI will also organize the 3rd Youth Forum. \nTo follow up on the directives from and the discussion with the ASEAN Secretary-General regarding the implementation of the MoU between ASEAN and IFRC on 25 May 2022\, it deems necessary to convene Regional Dialogue among relevant stakeholders\, including the ASEAN Committee of Permanent Representatives. \nAs decided in the 1st SEA First Aid Network Meeting in Brunei Darussalam in 2023\, the PMI is also mandated to organize the 2nd SEAFAN in Indonesia in 2024. \nAgainst this background\, the PMI plans to convene the 21st SEA Leaders and other related Meetings back-to-back in Bali\, from 1 – 7 September 2024. Considering the issues of climate change and recovery from the global pandemic increasingly become the global\, regional\, and national concern\, it is proposed that the 21st SEA Leaders Meeting carry the theme “Stronger Together for Climate Resilience and Recovery”. \nIn this regard\, the IFRC Jakarta Country Cluster Delegation will support PMI in organizing of the Meetings and will act as secretariat whereas the ICRC from Operation Department Asia Pacific and Regional Delegation will be invited as movement partner. \n  \nPurpose \n\nTo deliberate on policies and issues pertaining to the work of the National Societies of the region\, as member of IFRC\, and to reach consensus on suitable measures and subsequent steps for implementation.
