DESCRIPTION:From 17-18 July 2019\, the IFRC Asia Pacific Regional Director Xavier Castellanos paid a visit to Viet Nam Red Cross Society (VNRC) to discuss with the VNRC’s Leadership on opportunities and challenges in humanitarian landscape. During the meeting\, Mdm Nguyen Thi Xuan Thu- VNRC President repeatedly stressed that the support from the RCRC Movement partners becomes more crucial than ever before due to the significant reduction of donor funding toward the NSD and development interventions except disaster response operations due to the country has escaped from low income to middle income nation. In the meantime\, both VNRC HQs and branches have also faced significant cut in terms of budget leading to scaling down number of staffs which impacts on the capacity to reach out and deliver humanitarian work. Therefore\, it is crucial for VNRC to redirect its focuses and priorities to be relevant and a partner of choice in Viet Nam taking into consideration of above challenges. \nThe VNRC President highlighted some key directions which VNRC would like to operationalize in the years to come such as (i) Climate change adaptation and DRR; (ii) NSD through OCAC and BOCA; (iii) Communications and Resource Mobilisation; (iv) New forms of volunteering engagement and development; and (v) RCRC Movement values\, power and inclusion. \nIn this connection\, the IFRC AP Regional Director also expressed his support toward the above mentioned directions of the VNRC and committed that IFRC will be doing all it could to tag along with VNRC in pursuing our vision of “Everywhere for Everyone”. \nIn the meantime\, the IFRC AP Regional Director used this opportunity to update VNRC and Movement Partners in Viet Nam of the IFRC Strategic Plan 2030 development and discuss with VNRC on how best the Movement Partners could support VNRC toward the development and alignment of the VNRC Strategic Plan 2030 and vision 2045.

SUMMARY:Viet Nam Red Cross Conducts Financial Service Provider Simulation Exercise | 4-5 June 2019 | Quang Tri\, Viet Nam
DESCRIPTION:The simulation was conducted in five communes in Quang Tri province between 4 and 5 June 2019. In total\, 1\,013 people who are poor and nearly poor were selected to participate in the piloting. Each person received VND 250\,000 (CHF 10.5) as allowance for their travel cost (petrol) and/or their wages. Out of the total number of beneficiaries\, 428 persons registered with Viettel\, while 585 others accessed the Post Office service\, both of which are financial service providers (FSPs). \nThe simulation is part of the project “Cash Preparedness Initiative” implemented by selected National Societies with the technical support from IFRC. The goal of the Asia Cash Preparedness initiative is for Viet Nam Red Cross (VNRC) to have the capacity and the ability to use cash transfer programming in emergencies\, recovery and resilience activities in a faster and more scalable way. \nThe simulation observed the following: \n\nDistribution sites were well set up;\nBoth FSPs were efficient and familiar with their services.\nEncashment went very well. Staff of the two FSPs showed good attitude and patience to beneficiaries\, particularly with those who have no experience with using ATM card (with Viettel) and who are proxy (with Post Office).\nCooperation and support from the local authority was provided. In some communes\, desks were arranged so that local authority leader could verify the relationship between the beneficiaries and their proxy.\nDistribution tickets were handed over to beneficiaries between 1 to 2 days prior to the distribution. At the distribution site\, PO distributed cash in envelops. They managed from validation to distribution. Given their experience with other organizations\, PO can distribute to 120 people within one hour with a team of 6 distributors and validators and 2 site managers. Reconciliation was done at end of each distribution with signatures of VNRC\, PO and local authorities.\nLogos of VNRC\, purpose of the cash\, role of VNRC (cash supported by VNRC) and PO (as distributor) are indicative in the envelope containing cash provided to beneficiaries. However\, there is no VNRC logo in the distribution ticket. This needs to be improved in the future. Proxy needs verification by local authority leaders.\nViettel Pay set up mobile counters at each commune where they handed over the ATM cards and helped beneficiaries to encash out directly with them. SMS message was sent to beneficiary’s phone numbers to update balance in their accounts (auto message). In addition\, ViettelPay supported (free) another message informing the date\, time and place where people can encash out. It took around three hours for ViettelPay to complete distribution to around 100 beneficiaries. Proxy was accepted with ID and mobile phone of beneficiaries plus the proxy’s ID. It was observed that around 90% of beneficiaries accessed accounts/ATM cards for the first time.\nBeneficiary exist survey were conducted at each distribution site by volunteers\, using KOTO TOOLBOX. In total\, 168 beneficiaries were interviewed. See below for further details.\nIn total\, 581 out of 588 beneficiaries received cash through PO. 7 beneficiaries moved to other places. As with Viettel\, 412 out of 425 people have received ATM and encashed out. Viettel handed the rest of 13 ATM cards to Red Cross commune staff who will deliver them to the beneficiaries who did not show up in the distribution.

DESCRIPTION:  \nFrom 27-30 May\, Lao delegation paid an official visit to Viet Nam to learn and exchange information on sub-legislation and establishing a dedicated disaster management fund decree\, and best practices and challenges in its implementation. The delegation was led by Mr. Vilayphong Sisomvang- Acting Director General and Head of Secretariat of National Committee for Disaster Prevention and Control (NCDPC) together with representatives of Prime Minister Office\, Ministry of Justice\, Ministry of Labour and Social Welfare and Lao Red Cross. \nOn 28 May in Hanoi\, the Lao delegation was received by Viet Nam Red Cross (VNRC); Ministry of Labour and Invalid and Social Affairs (MOLISA) and Viet Nam Disaster Management Authority (VNDMA). In the morning\, the delegation paid a courtesy visit to Viet Nam Red Cross and was received by Mr. Nguyen Hai Anh- Viet Nam Red Cross’s Vice President and Secretary General who has expressed his recognition of long-term and neighbouring bilateral relationships between the two countries and two Red Cross National Societies and he also emphasized that Viet Nam Red Cross will continue to accompany and provide support to Lao Red Cross in various areas such as Red Cross Law development and implementation; community based initiatives; livelihoods opportunities for vulnerable people so on so forth. On this occasion\, VNRC shared its experience in establishment and management of its emergency fund as well as its disaster preparedness and response capacity. \nIn the afternoon of the same day\, the delegation was warmly welcomed by Mr. Nguyen Duc Quang\, Director of Disaster Response Department of Viet Nam Disaster Management Authority- Ministry of Agriculture and Rural Development (MARD) and his team. At the meeting\, Mr. Quang enthusiastically shared with the delegation of step by step process in establishing the Disaster Prevention and Control Fund aftermath the Disaster Prevention and Control Law in 2014 and guided by Decree 64/TTg on Disaster Prevention and Control Fund. According to Mr. Quang\, majority of provinces in Viet Nam have already had the fund established and but the use of the fund has its limitation due to lack of guidance and mechanism in place. Mr. Quang also mentioned that the revision of the Disaster Prevention and Control Law and several Decrees are under the process. The afternoon session went very well with a lot of technical questions and discussions. \nThe next day 29 May\, the delegation visits Hai Phong city\, it is one of the most successful provinces in the country in establishing and managing the fund since the availability of Decree 64/TTg. At the reception\, Mr. Nguyen Dinh Chuyen- Vice chairman of the provincial people committee briefed the delegation of some remarkable tiers of friendship between the city and two other provinces of Laos such as Vientiane province and Oudomxay as well as the city economic development in the past years. After the reception\, both sides had two intensive session to deeply discuss on the disaster prevention and control fund.

DESCRIPTION:Pre-disaster meeting (PDM) has become a routine exercise of Viet Nam Red Cross for the past several years. The event brought both management and technical people together to review the achievements and lessons learned from the previous disaster season\, and discuss\, mobilise and prepare for what are to be projected in coming months. \nThe event is a great opportunity for strengthening partnership with both internal and external partners (VNDMA\, NGOs\, IOs and donors) and to prove with partners VNRC’s capacity\, methodologies of doing things\, response tools including policies to facilitate so call an effective response operation. It is more meaningful for VNRC Headquarters and disaster-prone chapters to have dialogues and better understanding between each other on what need to be done to ensure an effective disaster response. \nThe event was attended by almost 80 participants from VNRC HQs\, disaster prone provinces\, partner National Societies\, ICRC\, IFRC and external partners of UN Country Team\, NGOs\, INGOs\, governmental agencies and private sector. \nOn this occasion\, the IFRC CCST presented Viet Nam Red Cross the ASEAN Award for School Safety Initiative in recognition of Viet Nam RC’s great contribution toward building safer and more resilient communities in Viet Nam and a resilient ASEAN region.

SUMMARY:Viet Nam Red Cross Conducts Minimum Expenditure Basket Workshop | 24-26 April 2019 | Hanoi\, Viet Nam
DESCRIPTION:    \n  \nCash & Vouchers Assistance (CVA) has increasingly become a preferred option in humanitarian response in Viet Nam. Various stakeholders including UNDP\, FAO\, IOM\, UN Women\, IFRC\, Viet Nam Red Cross (VNRC)\, Catholic Relief Service (CRS) and Save the Children have addressed needs of disaster affected people through CVA.  In 2017 alone\, most of the funding from UN Central Emergency Response Fund (CERF) was allocated to CVA interventions. \nThere are different approaches to CVA in terms of transfer values and targeting processes. Being cognizant of global and local trends towards coherent and coordinated approaches toward CVA to optimize resources\, the in-country Cash Working Group (CWG) was created. The group aims to organise a platform of stakeholders engaged in CVA to exchange experiences and knowledge\, communicate best practices and lesson learned on CVA\, as well as to seek harmonization of CVA approaches both in terms of process and transfer value. To achieve this\, apart from regular coordination meetings\, the CWG proposes capacity building for its members\, particularly on market assessments and calculation of transfer values. \nTo carry it forward\, IFRC/VNRC and FAO jointly organized the Minimum Expenditure Basket (MEB) Workshop in Hanoi between 24 and 26 April with 17 participants (10 female) from VNRC\, Swiss Red Cross\, UNDP\, UNICEF\, CRS\, Care International\, World Vision and Plan International. The Regional cash working group (IFRC and CaLP) provided technical support. The workshop provided common understanding on MEB and transfer value calculation following disaster and crisis. The next steps will be the consultation with cluster specialists to finalize the MEB (e.g. shelter\, WASH and food security) so that it has the input from the different sectors. This workshop\, coupled with field work\, is expected to harmonize the calculation of transfer values in humanitarian programmes and to harmonize the methodology and amounts actually delivered to beneficiaries. The workshop objectives are i) to enhance capacity on market assessment for CWG members and ii) o propose MEB which is mutually agreed among stakeholders within the CWG.

SUMMARY:Viet Nam Red Cross Conducts Training on Cash & Data Management | 5-8 March 2019 | Ha Noi\, Viet Nam
DESCRIPTION:  \nViet Nam Red Cross society (VNRC) is implementing a cash preparedness project since the past year which paves the way to acceptance of cash as one of their aid delivery modalities from emergency response to recovery and long-term development. Significant key achievements have been noted as manifested in the successful completion of several cash in emergency DREF responses and finalization of the VNRC’s CVA position paper among others. Results of external evaluations and the midterm review conducted last November 2018 revealed the little use VNRC makes of new technologies in general\, digital means for data collection and management\, such as tablets and mobile phones. As a result\, considerable amount of time is spent on beneficiary data entry and sanitising the excel document to comply with data quality requirements. These bottlenecks affect the desired speed and over-all effectiveness of the assistance. VNRC will soon start delivering cash assistance though financial service provider to process fund transfers which further compounds the need for timely collection and management of data meeting the required quality standards. \nTo move forward\, a 5-day workshop were organized in Ha Noi from 5th to 8th March 2019 with participation 32 people (12 female) from VNRC\, IFRC\, Swiss Red Cross\, American Red Cross\, government disaster management agency\, Save the Children\, and Catholic Relief Services. The training was facilitated by the IFRC and Swiss Red Cross. \nThe purpose of the training to build the capacity of VNRC staff by understanding and practically apply mobile data collection and management tools which will be rapidly deployed in response to emergencies. This training also attempted to link mobile data collection systems to beneficiary registration and monitoring in VNRC. \nEvaluation from participants: \nOverall it seems that participants were satisfied with the workshop as an introduction to digital data collection and management. Data literacy has strong links to other areas of work such as monitoring and reporting which were also of interest for participants but the time available was insufficient. \nNext steps: \nIt is important that VNRC staff could practice the use of the digital tools in the scenario which is planned to take place in May so that data is collected with RR\nCollect\, managed with the RR platform and then linked to the FSP for cash distribution. Then VNRC can complete the learning cycle and put into practice what has been taught in the training. \n

DESCRIPTION:On 14-15 November 2017\, the second training of trainers (TOT) on disaster law dissemination took place in Hanoi. Thirty-one participants from provincial Red Cross\, Women’s Union and Committee for Natural Disaster Prevention and Control (CNDPC) in Northern provinces attended the training. This is the second amongst the four TOTs that will be organized throughout Vietnam in 2017. DESCRIPTION:Vietnam: making disaster law accessible and fun for community-level dissemination \nDespite flooding across several provinces\, and a soaked International Disaster Risk Reduction Day ceremony\, Vietnam Red Cross\, the Women’s Union and IFRC gathered in Vinh\, Nghe An province to participate in the ‘Know Your Rights\, Roles and Responsibilities in Disaster Management’ (Know Your 3Rs) 13-14 October 2017.  This was the first   Training of Trainers (ToT) on Disaster Law Community Dissemination to be held in Vietnam. \nThe training included sessions on   disaster law and Vietnam Red Cross law\, it also drew attention to   key  community messages drawn from Vietnam’s Natural Disaster Prevention and Control Law\, which had been developed through a process that included a national and provincial roundtables held in September 2017. \nParticipants joined in role-playing exercises and games\, including a walk-through scenario developed for the Vietnam context and a jeopardy-style quiz. Lively discussions\, laughter and acting talents broke out in the room. The various activities are will be modified as appropriate and integrated into existing Red Cross community-level programs. \n \nOn day two of the training\, the roles were reversed. Participants were invited to design and implement sessions plans on how they would run community programming for rights\, roles and responsibilities in disaster management. Facilitators and other participants took on the roles of community members. \nAt the conclusion of the training\, all participants were asked to develop a Plan of Action to incorporate these key messages and activities in existing programmes. Recognising that this training was the first of its kind in Vietnam\, the facilitators welcomed feedback on the modules\, which will inform the revision and preparation for the three remaining ToT’s  to be rolled out by the end of this year. All participants were in strong agreement that increasing community level awareness of 3Rs is crucial to increase resilience to disasters\, and must be accompanied with practical information on how community members can exercise their rights and fulfill their responsibilities in disaster management. \nTo read more about disaster law\, click here. DESCRIPTION:A strong National Society is the one that is able to deliver country-wide\, through a network of volunteer-based units\, a relevant service to vulnerable people sustained for as long as needed. To understand their own strengths\, weaknesses\, and potential within its own context\, the National Societies conduct Organizational Capacity Assessment and Certification (OCAC). \nOrganizational Capacity Assessment and Certification (OCAC) enables National Societies to assess their own capacity and performance so as to determine the best approaches for their self- development\, and also to acknowledge those National Societies that have reached a high level of proficiency. Every capacity deficit that is discovered represents an opportunity for further development and growth. \nVietnam Red Cross (VNRC) has carried the Organizational Capacity Assessment and Certification (OCAC) in 2014. \nDuring the VNRC OCAC process\, four key priority recommendations were identified:\n1. Strengthening organisational planning and monitoring systems\n2. Sustainability strategy\n3. Community level presence and participation\n4. Local chapter and branch government enhancement \nThrough this second process\, VNRC will identify tailor-made organizational development and capacity enhancement approaches and develop their national society development road map 2018-2020 which can contribute the VNRC Strategy 2020 and their future strategies. \n  \nObjective and expected outcome of the Workshop\n1. To identify the key indicators on the above recommended actions and review their progress and key challenges\n2. To develop the road map for the National Society Development 2018-2020 and introduce the BOCA and Resource Mobilization System (RMS).\n3. The event was attended by representatives from the Viet Nam Red Cross departments\, disaster-prone chapters\, Central Steering Committee for Disaster Prevention and Control\, National Meteorological and Hydrological Forecast Center\, the Disaster Management Center\, Red Cross and Red Crescent Movements and international organizations including the United Nations Office for the Coordination of Humanitarian Affairs (UN OCHA)\, UNICEF\, UNDP and USAID. \nThe meeting included forecast of natural disaster trend in 2017\, mapping of resources and capacity of Movement partners in emergency response\, reviewing of the 2012-2017 framework agreement in disaster preparedness and response among Movement partners\, and sharing of the Memorandum of Understanding between the Viet Nam Red Cross Society and the Ministry of Agriculture and Rural Development\, which was signed in March 2017. DESCRIPTION:On 7 May 2017\, the Viet Nam Red Cross Society organized celebration and blood donation day on the occasion of World Red Cross Red Crescent Day. Representatives from partner National Societies\, International Federation of Red Cross and Red Crescent Societies (IFRC)\, International Committee of Red Cross (ICRC)\, government agencies as well as Viet Nam Red Cross staff and volunteers from the headquarters and Hanoi Chapter attended the event. \nSpeaking at the event\, President Nguyen Thi Xuan Thu noted that in 2016\, the National Society implemented 35 development and humanitarian projects with VND 117 billion (USD 5\,153\,850) supported by international partners\, with 66 percent of which came from Movement partners. In recent years\, the Viet Nam Red Cross Society has continually sought to improve and innovate its approaches\, for example\, the SMS fundraising campaign for cow bank programme\, which won the Asia Pacific Fundraising Network award in 2014.

SUMMARY:Training on Participatory Development of Multi-Disaster Risk Map using QGIS | 21-23 March 2017 | Viet Nam
DESCRIPTION:This training is one of the key activities at the regional level under the Building Urban Resilience in South East Asia project supported by the European Commission’s Humanitarian Aid Department (ECHO). The project supports Red Cross Movement partners in Cambodia\, Laos\, Viet Nam and Philippines to increase the capacity of local government authorities and Red Cross for disaster preparedness and response through working together to improve community-based disaster risk reduction tools. Thus\, as part of the project an innovative and user-friendly risk mapping method for urban Disaster Risk Reduction (DRR) has been developed. \nAim\nTo present this new risk-mapping method to Red Cross National Society staff and representatives from authorities who are actively involved in Disaster Risk Management and in disaster preparedness and response. \nObjectives\nAfter this 3-day training\, the participants are able to:\n• Explain:\no Basic concept of QGIS\no Benefits of using QGIS for participatory development of a multi-disaster risk map to support Disaster Risk Management\no Steps of information collection in the community (including usage of GPS in smart phone)\no Steps of using QGIS to develop and update the multi-disaster risk map\no Steps of using QGIS risk map for planning\, post-disaster damage and need assessment\, and raising awareness for community at urban and peri-urban areas\n• Practise participatory development and update the multi-disaster risk map at urban and peri-urban areas using the QGIS software\n• Develop an action plan for developing QGIS multi-disaster risk map after the training \nExpected Outcomes\n– Participants have increased knowledge and ability to put into practice the news participatory mapping method in order to develop local urban multi-disaster risks maps\n– Participants have increased knowledge and ability to put into practice the key concepts of community participation and gender and disability inclusion in risk mapping \nParticipants\nViet Nam Red Cross Society staff and/or representatives from Disaster Management authorities who are actively involved in Disaster Risk Management or disaster preparedness and response and who are willing to pilot the new mapping method in urban context. \nOutcomes\nDuring the workshop\, the project team members from Cambodia\, Philippines\, and Lao PDR discussed and worked in group to practise and draw maps through the software. The development process of these community maps was based on paper mapping and importing of the data from paper mapping into the QGIS program. \nAfter the workshop completion\, the project team and participants from VNRC and the government partners provided feedback and comment about the utilization and practice of QGIS software including the handout/manual which provided the step-by-step procedure. \nNext Steps\nAt the end of the project\, in October 2017\, a second Regional event will take place. Lesson learned from the use of this participatory multi-disaster risks mapping method in support to DRM planning will be gathered and documented as inputs for the finalization of the method.

DESCRIPTION:Ho Chi Minh chapter\, Viet Nam Red Cross\, inspired by Da Nang chapter\, has initiated Youth Empowerment programme from 17-19 December. Their main theme of the activity was gender equality in community. Youth and Volunteering Officer from IFRC supported this activity by coaching and guiding 20 students (12 females\, 8 males) from Quang Trung College. Those 20 youths made awareness raising activity by the creation of a drama targeting 100 community people including college students. \n \nKey Outcomes of the Activity \n\nAwareness raising for 100 people in HCM about gender equality.\n20 youths were motivated to conduct this activity further in their college. As a side technical discussion\, Youth Director of VNRC requested an expansion of this programme into other provinces with different topics of social inclusion.

SUMMARY:Mosquito-Borne Diseases Workshop for Red Cross Health Workers | 6-8 December 2016 | Viet Nam
DESCRIPTION:Dengue\, Chikungunya and more recently the Zika virus pose an increasing threat to vulnerable populations worldwide. All of these vector-borne diseases are endemic to various countries in Asia and Pacific and in some countries infection rates\, particularly of Dengue\, have reached alarming proportions. \n \nOn 6 to 8 December 2016\, the Viet Nam Red Cross Society\, in collaboration with the International Federation of Red Cross and Red Crescent Societies organized a mosquito-borne diseases workshop for Red Cross health workers from four National Societies of Cambodia\, Laos\, Thailand and Viet Nam. The workshop\, which was supported by the Finnish and New Zealand Red Cross Societies\, focused on improving the participants’ knowledge around vector-borne diseases and exploring solutions to issues faced by the health workers in their respective communities. The workshop was also an opportunity to pilot the Zika\, Dengue and Chikungunya Prevention Toolkit recently developed by the IFRC. \nThe four Southeast Asia countries have seen a similar rise in dengue cases. In Viet Nam\, nearly 99\,000 dengue cases were reported in 2016\, as opposed to around 83\,000 cases in 2015. There have been reports of 93 Zika virus cases in the country\, 77 of which occurred in Ho Chi Minh City\, the country’s largest city. \n“Having this type of training is crucial at this point in time\, as it will help us as health workers to address the situation before it worsens\,” said Dao Thi Thanh Tam\, Under-Secretary General and the Director of Healthcare Department for the Viet Nam Red Cross Society. \n“This was a very participatory training where everyone got the chance to be involved\,” said Sok Long\, the Director of the Healthcare Department at the Cambodian Red Cross. “Throughout the workshop\, there was a lot of practical sessions\, that will help us apply theory into practice for our work in the community.” \nKym Blechynden\, the IFRC’s Regional Emergency Health Coordinator for Asia Pacific\, says that mosquito-borne diseases including Zika\, Dengue and Chikungunya kill more than 725\,000 people globally each year. \n“These diseases are largely preventable and we must do more to stop what has become a silent disaster\,” she says. “The IFRC is partnering with National Societies across Asia-Pacific to roll out a new Zika-Dengue-Chikunguya (ZDC) Toolkit which enables communities to take action to eliminate mosquito breeding sites and prevent transmission.” \n \nThe Toolkit contains Community and School Prevention Modules and a toolkit of resources and games to print out and use. It can be used by Red Cross volunteers and anyone working with communities to pass on knowledge and skills in prevention and response on Zika\, Dengue and Chikungunya. It helps volunteers and communities to understand the cause\, symptoms\, treatment and the prevention of these diseases. The resource can be adapted and used in existing community health programmes and activities\, integrated with other sector activities and it can also be adapted for use in emergencies and after disasters. \nAs climate change shifts the distribution of mosquitoes to new areas\, mosquito control programmes\, community empowerment and awareness campaigns are proven strategies to reduce the impacts of vector-borne diseases. Red Cross and Red Crescent volunteers play a key role in their community\, particularly in school outreach programmes and activities targeted around prevention efforts. These community-based activities need to be sustained to ensure long-lasting disease control. \nDuring the workshop the participants took part in piloting the Toolkit’s usability and effectiveness. SUMMARY:YABC Youth Workshop in Social Inclusion | Da Nang City\, Viet Nam
DESCRIPTION:Viet Nam Red Cross YABC youths have designed youth-led activity in Da Nang and Ho Chi Min City with the theme of the social inclusion and Da Nang Chapter has carried out its action in Oct 29-30. Da Nang youths jointly  designed activities with Youth Union members\, a total of 29 university students (16 Females\, 13 males\, a mixture of Red Cross youths and Youth Union) and inspired them to be key agents of non-violence. The youths discussed about violent cases witnessed in communities and schools and highlighted: 1) family violence\, 2) school bullying and 3) harassment. The event took place in Hoa Quy Community Hall in Hoa Quy commune\, Da Nang City with around 100 community people headed by a community leader and 60 high school students. \nOutcomes of the activity include: \n\nDa Nang Red Cross (RC) Chapter has established a connection with the Youth Union and could potentially gain the support from the Youth Union for future activities.\nDa Nang RC Youth volunteers became confident with their first initiative and developed a sustainable youth empowerment programme with a small investment between USD 200-300 in a close cooperation with the Youth Union for an inspiration of change.\nVietnam RC Youth department gained a valuable experience from Da Nang Chapter and decided to expand this type of joint programme in other Chapters from 2017\nThis successful story will be shared with Southeast Asia Youth Network for other NSs to follow the model.\n\nClick for more information on Youth and Volunteering

DESCRIPTION:Viet Nam Red Cross (VNRC) conducted the Community Health Preparedness of Zika and Dengue on 19-21 October 2016 in Ben Tre Province. A total of 34 participants from 24 high-risk areas took part in this training. It is expected that the participants are equipped with the knowledge and skills in taking preparedness action in response to the spread of Zika virus. Under KOICA funded project\, VNRC with technical support from CCST Bangkok and Vietnam Office provided an update training on behaviour change communication (BCC) on  Zika virus to its trained staff on epidemic control for volunteers (ECV) as well as incorporating Zika virus into their existing key messages on dengue fever prevention. The expectations of all participants have been evaluated and achieved their objectives. \nThe training included sessions on: \n\nZika basic information and transmission and epidemics;\nApplication of ECV and BCC in fighting against Zika and Dengue;\nZika virus disease management;\nCommunity health preparedness on Zika and Dengue;\nPreparation of community assessment/discussion and household visits\,\nGroup assignments and presentations after conducted community assessment and household visits (included the exercise of drafting the action plan and community mapping).

DESCRIPTION:Asia Pacific Regional Conference on Gender and Disaster Risk Reduction on the occasion of 1 year of implementation of the Sendai Framework for Action (2015-2030) will be held in Hanoi\, Viet Nam\, on 16 to 18 May 2016. \n\nBackground  \nThe Sendai Framework for Action (2015-2030) was adopted at the Third World Conference on Disaster Risk Reduction (DRR) in Japan in March 2015. Under its seven global targets\, the Sendai Framework outlines four Priorities for Action: (i) understanding disaster risk; (ii) strengthening disaster risk governance to manage disaster risk; (iii) investing in disaster risk reduction for resilience; and (iv) enhancing disaster preparedness for effective response\, recovery\, rehabilitation and reconstruction. The Sendai Framework further states in its Guiding Principles: “A gender\, age\, disability and cultural perspective should be integrated in all policies and practices\, and women and youth leadership should be promoted”. \nThis proposed regional conference organised by UN Women in Viet Nam in partnership with the Government of Japan and the Government of Viet Nam will provide a forum to discuss gender-related issues and targets for the four priorities of the Sendai Framework with the aim of assisting Governments in integrating gender when setting local targets. SUMMARY:Climate Change Training | 25-27 January 2016 | Hue\, Vietnam
DESCRIPTION:Vietnam’s long coastline\, geographic location\, and diverse topography and climates contribute to its being one of the most hazard-prone countries of the Asia-Pacific region\, with storms and flooding\, in particular\, responsible for economic and human losses. Given that a high proportion of the country’s population and economic assets (including irrigated agriculture) are located in coastal lowlands and deltas\, Vietnam has been ranked among the five countries likely to be most affected by climate change\, its Mekong Delta is one of the world’s three most vulnerable deltas (together with the Nile Delta in Egypt and the Ganges Delta in Bangladesh) to the sea level rising. According to climate change scenarios\, in late 21st century\, Viet Nam’s yearly mean temperature will go up by 2-30C\, the total yearly and seasonal rainfall increases while the rainfall in dry seasons will decrease\, the sea level can rise by 75 cm to 1 m compared to the 1980-1999 period. If the sea level rises by 1 m\, about 40% of the Mekong Delta area\, 11% of the Red River Delta and 3% of coastal provinces will be inundated (over 20% of Ho Chi Minh City flooded); about 10-12% of Viet Nam’s population are directly impacted and the country will lose around 10% of GDP. Climate change impacts on Viet Nam are serious threats to the cause of poverty reduction\, the realization of millennium goals and the country’s sustainable development. \nThe Vietnam Red Cross (‘VNRC’) has long and intensive experience\, almost 20 years\, in carrying out disaster risk reduction programs which also contributed to climate change adaptation and mitigation. Though playing an active role in this field for a long time\, VNRC still identified a gap in its capacity with regard to the climate change. Therefore\, two VNRC staff and one IFRC Vietnam Delegation have attended the Regional Master Climate Change Training in Phuket\, Thailand in September 2014. The training aimed to build up a pool of climate change trainers who will then facilitate trainings in SEA National Societies. SUMMARY:Workshop to review Mangrove Plantation - Disaster Risk Reduction project | 15-16 December 2015 | Hanoi\, Vietnam
DESCRIPTION:The Vietnam Red Cross Society organized the workshop to review the 5-year implementation of the Mangrove Plantation – Disaster Risk Reduction project on 15 and 16 Dec 2015. Over 5 years\, 108 ha of mangroves were planted and another 9\,000 protected in 205 communes of 10 provinces\, contributing significantly to climate change adaptation\, awareness raising as well as providing livelihood support. DESCRIPTION:Cows are essential to millions of families in rural parts of Viet Nam. They are not only a source of food\, but they provide an important labour on farms\, driving income in many households.  Recognizing that cows are key to long-term poverty reduction\, over the past five years\, the Viet Nam Red Cross Society has provided nearly 20\,000 cows worth of USD 8.1 million in 61 cities and provinces\, including 62 poor districts and 452 bordering communes. Also known as the “cow bank project”\, the Red Cross hopes to empower local communities with the initiative. \nWith five-years of progress underway\, the Viet Nam Red Cross hosted a conference on 30 November 2015\, to reflect on its achievements to date.The event was attended by the State President and Honorary President of the Viet Nam Red Cross Society. As the ambassador for the cow bank project\, the State President’s attendance was an endorsement for its ongoing success. \n “The achievements of the cow bank project can be attributed to strong cooperation with relevant government agencies at both the headquarters and local levels\, the media\, telecommunication companies\, mass organizations and national banks\,” explains Tran Thi Hong An\, Vice President\, Viet Nam Red Cross Society. \n This collaboration has been key in allowing the Viet Nam Red Cross to drive rural development in Viet Nam. The cow bank project also educates rural communities about cow raising\, and disease prevention techniques. The calves from cows are given to other poor families\, multiplying the project impact. \n “The Red Cross wants to empower our local community members and contribute to poverty reduction\,” continues Tran Thai Hong An. “As we benchmark five years of success\, we will build on the project results to expand for another five years.
