DESCRIPTION:Lao Red Cross conducted a first aid training for its staff at Attapeu Branch during 17-18 June 2019. The two-day training aimed to provide Attapeu staff basic knowledge about how to provide primary care to affected people during emergency. SUMMARY:Lao Delegation Visits Viet Nam To Learn About Emergency Fund | 27-30 May 2019 | Hanoi\, Viet Nam
DESCRIPTION:  \nFrom 27-30 May\, Lao delegation paid an official visit to Viet Nam to learn and exchange information on sub-legislation and establishing a dedicated disaster management fund decree\, and best practices and challenges in its implementation. The delegation was led by Mr. Vilayphong Sisomvang- Acting Director General and Head of Secretariat of National Committee for Disaster Prevention and Control (NCDPC) together with representatives of Prime Minister Office\, Ministry of Justice\, Ministry of Labour and Social Welfare and Lao Red Cross. \nOn 28 May in Hanoi\, the Lao delegation was received by Viet Nam Red Cross (VNRC); Ministry of Labour and Invalid and Social Affairs (MOLISA) and Viet Nam Disaster Management Authority (VNDMA). In the morning\, the delegation paid a courtesy visit to Viet Nam Red Cross and was received by Mr. Nguyen Hai Anh- Viet Nam Red Cross’s Vice President and Secretary General who has expressed his recognition of long-term and neighbouring bilateral relationships between the two countries and two Red Cross National Societies and he also emphasized that Viet Nam Red Cross will continue to accompany and provide support to Lao Red Cross in various areas such as Red Cross Law development and implementation; community based initiatives; livelihoods opportunities for vulnerable people so on so forth. On this occasion\, VNRC shared its experience in establishment and management of its emergency fund as well as its disaster preparedness and response capacity. \nIn the afternoon of the same day\, the delegation was warmly welcomed by Mr. Nguyen Duc Quang\, Director of Disaster Response Department of Viet Nam Disaster Management Authority- Ministry of Agriculture and Rural Development (MARD) and his team. At the meeting\, Mr. Quang enthusiastically shared with the delegation of step by step process in establishing the Disaster Prevention and Control Fund aftermath the Disaster Prevention and Control Law in 2014 and guided by Decree 64/TTg on Disaster Prevention and Control Fund. According to Mr. Quang\, majority of provinces in Viet Nam have already had the fund established and but the use of the fund has its limitation due to lack of guidance and mechanism in place. Mr. Quang also mentioned that the revision of the Disaster Prevention and Control Law and several Decrees are under the process. The afternoon session went very well with a lot of technical questions and discussions. \nThe next day 29 May\, the delegation visits Hai Phong city\, it is one of the most successful provinces in the country in establishing and managing the fund since the availability of Decree 64/TTg. At the reception\, Mr. Nguyen Dinh Chuyen- Vice chairman of the provincial people committee briefed the delegation of some remarkable tiers of friendship between the city and two other provinces of Laos such as Vientiane province and Oudomxay as well as the city economic development in the past years. After the reception\, both sides had two intensive session to deeply discuss on the disaster prevention and control fund.

SUMMARY:Lao Red Cross Conducts Needs Assessment for Recovery Phase of Attapeu Emergency Operation | 15-25 March 2019 | Attapeu\, Lao PDR
DESCRIPTION:  \nA primary assessment was done by the Lao Red Cross team for 1\,936 households in 12 villages (Khokkong\, Thaouan\, Donmuang\, Donbok\, Pindong\, Tamoryord\, Hinlath\, Hadoudomsay\, Sompoy\, Hadyao\, Tangao and Hinsombat) under Samamsay district. The assessment narrowed down the number of target beneficiaries for shelter repairment which are 321 households from 10 villages (Thaouan\, Donmuang\, Donbok\, Pindong\, Tamoryord\, hadoudomsay\, Sompoy\, Hadyao\, Tangao and Hinsombat ). \nIn addition\, the assessment also identified 384 households which will need either latrine construction (217 households) or latrine repair (167 households). TCurrently\, the assessment team is summarising the data to determine the livelihoods support needed. DESCRIPTION:Lao Red Cross (LRC) has conducted an internal lesson learned workshop during a planning meeting in Attapeu on 14 March 2019. \nParticipants: 17 persons\, from headquarters and Attapeu Chapter including the leads from the Disaster Management\, Health\, International Relations\, Finance\, and Administrations departments. \nObjective: To discuss what went well\, challenges and recommendations consolidated from the beginning of the operation until the end of the emergency phase. \nOutcome: The workshop allowed participants to discuss and review about the operation. The participants were divided into two groups\, each had representatives from both headquarters and chapter. \nGroup 1’s discussion: \nWhat went well: \n* LRC HQ established a flood response committee \n* Good support from partners \n* Strong Communication with different sectors \n* Received Fund and budget from society and others \nChallenges: \n* No previous experience to face such kind of disaster (this is the first-time floods happened due to dam collapse in Laos) \n* Poor road condition and difficult to access. \n* Not enough vehicles and rescue equipment \n* Unclear communication between HQ and Provincial level \n* Lack of skilled and experienced HR \n* There are some gaps on the operation \nRecommendations: \n* Should have a clear plan and strategy to implement activities. \n* Build capacity to all staffs who focus on emergency response. \n* Support operation equipment \n* Build a strong relationship with partners and other stakeholders \n* Support allowance to staffs and volunteers who work so hard for the operation. \nGroup 2’s discussion: \nWhat went well: \n* All staffs have responsibilities on their own work \n* There is some discussion and planning among the team \n* Good communication with other partners \n* There is teamwork within the organization \n* Received relief items and equipment \n* Good support from partners (IFRC\, German Red Cross\, Swiss Red Cross\, Thai Red Cross Society\, etc) \nChallenges: \n* Road condition is poor and difficult to access. \n* Most of the staff has no experiences in emergency response \n* There was no emergency plan of action (Fund\, People\, equipment…) \n* Uncleared communication system \n* Shortage of rescue equipment and vehicle \n* Lack of preparation for flood response \nRecommendations: \n* Emergency response plan needs to exist \n* Trained volunteer should be in place in each area/chapter so that they can respond immediately \n* LRC should create a volunteer system under Red Cross chapter \n* Should have enough rescue equipment and vehicles \n* Capacity building for staff and volunteers about Disaster Management/ Disaster Risk Reduction/Disaster Response Management

SUMMARY:SGBV Awareness Activity | 23-30 July 2018 | Oudomxay\, Lao PDR
DESCRIPTION:  \n\n		\n		\n			\n				\n			\n			\n				\n			\n			\n				\n			\n		\n\n  \nFollowing the Sexual and gender-based violence (SGBV) protection before\, during\, and after disasters research conducted in Lao PDR by Lao Red Cross (LRC) and IFRC in 2017\, one recommendation was to organize awareness raising activities to prevent and eliminate violence against women\, boys and girls in the communities where the research was conducted. LRC Department of Advancement of Women\, Mother and Child worked together with LRC Youth and Volunteer to organize a series of training and workshop to conduct a youth-led awareness activity in Baeng district\, Oudomxay Province during 23-30 July. \nThe purpose of the activities include: 1) to disseminate the SGBV research results and strengthen the gender network in Oudomxay; 2) to train the Youth on Youth Empowerment in Community (YEC) with focus on GBV prevention; and 3) to raise awareness on GBV prevention. \nThrough the activities\, government staffs from several departments in Baeng district have learned about the ASEAN SGBV research results as well as gender work at national and international level. They also know better LRC gender work. In addition\, a total of 600 people from two villages learned about SGBV research results and watched the show performed by Youth. They have better understanding on SGBV and its impact (direct and indirect). Heads of the villages are aware of the importance of this issue and agree that we should disseminate further the research results to promote the behavioral change\, to prevent or eliminate the violent habits and to create safe environment for all. \nIFRC Protection\, Gender and Inclusion officer and SGBV advisor also attended the training to give technical advice together with an expert from Laos’ National Commission for the Advancement of Women (NCAW). The team came up with a play called “Mirror” which talks about domestic violence. Selected and trained Youth volunteer from Oudomxay province conducted the play in 2 villages in Baeng district\, where the data collection on SGBV took place. LRC G&D focal point and Lao NCAW advisor supervised the activity and made sure that the right message was sent to the community. In total\, 600 people attended the event (F 205\, M 288\, children 107). However\, due to time constraint\, the the enhancement of the referral system did not take place at this time. \nFor more information about the activities\, see report here. SUMMARY:Advanced Training Course on E-WASH Response and Preparedness | 19-23 March 2018 | Luang Prabang\, Lao PDR
DESCRIPTION:The advanced training course on Emergency Water\, Sanitation\, and Hygiene (E-WASH) was organized with the support of additional funding from Japanese Red Cross Society (JRCS) and with the purpose of improving the capacity of Lao Red Cross Society (LRCS)’s staff to prepare and respond to disasters in the affected areas. The advance 3-day training course was conducted for 15 WASH focal persons from 5 targeted provinces. DESCRIPTION:During 26 February to 3 March\, Lao Red Cross and IFRC jointly conducted an Emergency WASH (E-WASH) training for the Red Cross volunteers in Monlapamock district\, Champasak Province. The two-day training was conducted for 21 volunteers from seven villages and one WASH focal person from the Ministry of Health. The E-WASH training began with theoretical sessions and table-top exercises. The second half of both days mainly focused on practical sessions\, i.e. installation of the water purification unit (Aquaplus AP 700 CL) and construction of a pour-flush toilet. Borehole and latrines have also been installed in a primary school of Baan Hin Lat with the help of six male teachers and 98 students (44 female). DESCRIPTION:Lao Red Cross Society (LRC) Vice President Thongphachanh Sonnasinh chaired a workshop\, organized on 26 February\, to review the lessons learned from the Disaster Risks Reduction (DRR) in School Project. Among the 24 attendants were representatives from provincial authorities. Between September 2017 to January 2018\, LRC has built six classrooms\, two bathrooms\, and wash basins\, as well as provided training on disaster preparedness and first aid to teachers and staff from schools in Vientiane Province. DESCRIPTION:Three Regional Resilience Initiative (RRI) countries (Myanmar\, Laos and Indonesia) have been identified for participation in the Disaster Law Field School to be held in Sydney\, Australia from 24–27 April 2017. The country delegations will comprise of representatives from the National Societies and National Disaster Management Offices (NDMOs). Representatives from ASEAN will also attend. In total\, there will be 11 participants funded from the RRI to attend\, also including 2 colleagues from the Canadian Red Cross’ legal and Disaster Management (DM) domestic departments in Ottawa\, Canada. \nThe field school will be a mix of theory and scenario based learning. It will provide an overview of the key international and regional legal and policy frameworks for disaster risk management as well as best practice of national and local level implementation into law and policy. Additionally\, it will provide a platform to highlight the important auxiliary role of Red Cross and Red Crescent across the disaster risk management spectrum. The programme will explore legal issues related to preparedness\, response\, risk reduction\, and recovery. There also were the session on applying the theory and lessons learned to a scenario on flood response. A colleague from the the Relief and Community Health Bureau of Thai Red Cross Society also joined this table-top exercise to co-facilitate the session\, give technical advice and share experiences from regional Disaster Response Team (RDRT) deployment. The 5-day training was completed successfully thank to the contribution of staff from Lao Red Cross\, Thai Red Cross Society\, International Committee of Red Cross (ICRC) and International Federation of Red Cross and Red Crescent Socities (IFRC) as well as the Ministry of Natural Resources and Environment of Lao PDR.

The CFD had identified the need to build the capacity in radio programming at the headquarters level through a radio training for CFD and technical department staff and radio volunteers and to enhance the collaboration between the CFD and technical departments to allow more effective sharing of information. \nThe training helped other departments understand the need to raise community voices through the radio programme and how they could contribute contents to the CFD. Following the training\, the CFD consolidated activity updates from the technical departments to develop a radio programme plan. \n  \nObjectives of the training: \n\nTo enhance the capacity of Red Cross communication department in developing more interactive contents for the radio programme.\nTo enhance the collaboration between communication and technical staff at the headquarters level to diversify the contents of the radio programme.\nTo produce 10-12 radio spots by April 2017.\n\n  \nFollowing the training: \n\nThe CFD will able to develop a three-month content plan for the radio programme in collaboration with the technical departments.\nThe technical departments understand what information they need to provide to the radio programme staff to develop the content for the radio programme.\nThe CFD\, with Lao National Radio support\, will be able to produce 10-12 radio spots by the end of April 2017 on the key activity areas of LRC including blood donation\, disaster management\, healthcare\, gender and diversity and youth and volunteer.\n\n  \nSupporting documents of the training: \n\nConcept note\nAgenda \nParticipant list\nRadio role play exercise\nReport of the training

SUMMARY:Workshop on Communication Strategy for Blood Donation of Lao National Blood Transfusion Centre | 13-17 March 2017 | Lao PDR
DESCRIPTION:According to the commitment between Thai Red Cross Society and Lao Red Cross summarized from the bilateral coordinating meeting in Nong Khai Province in 2015\, Thai Red Cross agreed in principle to  help improving the capacities of Lao National Blood Transfusion Centre (NBTC) in increasing number of new blood donors to achieve the target set for the year 2020. Every year\, 60\,000 blood units are needed in Lao PDR but only 40\,000 blood units are collected from voluntary blood donors. \nRegarding to NBTC’s marketing and communications strategy\, increasing the visibility of communication campaigns and improving the public awareness campaigns of NBTC are the key important processes in order to broadly reach out to the new targeted audiences and new blood donors and young generations and general populations in communities. The peer-to-peer technical support in developing the communication strategy on blood recruitment and blood donation and community and public awareness campaigns was held during 13-17 March 2017 with the support from German Red Cross and International Federation of Red Cross and Red Crescent Society\, Country Cluster Support Team (IFRC CCST) in Bangkok. \nAt the end of a workshop\, a team from the National Blood Transfusion Center of Lao Red Cross (LRC) committed to move forward with the ideas\, resources\, guidance and suggestions from Thai Red Cross Society (TRCS) in applying to fit with Laos’ local context. The posters\, short films\, TV spot\, radio spot\, IEC material produced by TRSC are very helpful and useful for LRC to modify and adapt to Laos’ local context. The strategic communication action plan 2017 onwards\, a new logo of NBTC\, four TV and Radio spots  and some selected posters have been developed during the five-day workshop. The new key message of NBTC is “Give blood every 3-4 months makes you healthy.” The peer-to-peer technical support from TRSC is very useful for LRC as observed. German Red Cross very appreciated this peer-to-peer support and thanked TRC and IFRC for this peer-to-peer support that came from bilateral cooperation agreement.

DESCRIPTION:This Knowledge\, Attitude and Practice (KAP) Baseline Survey Result Sharing workshop had an opening remark by Dr. Kaviphone\, Head of Disaster Management Department of Lao Red Cross\, followed by the explanation of the workshop’s objectives by IFRC Building Urban Resilience Project Manager. Then there was a session of sharing experiences of Child-led data collection process on KAP Survey by LRC and children representatives\, followed by the presentation on the results of KAP baseline survey in Vientiane. After that that was a session of feedback on key preliminary results and sharing project implementation plan for year 2017 by LRC and IFRC. The workshop ended with the way forward and wrap-up. during the workshop 10 youth representatives joined and shared their lesson learned and experiences on data collection.\n\n\n\n\nThe KAP survey has been conducted using Knowledge\, Attitude and Practice (KAP) Survey of the Building Urban Resilience (BUR) Project. DESCRIPTION:The Knowledge Attitude and Practice (KAP) Orientation Workshop was conducted in Vientiane\, Lao PDR by ECHO Project Manager – Building Urban Resilience in Southeast Asia project\, together with Lao Red Cross’ key people for students and teachers in five schools. This was also the opportunity to meet with the Head of Communications Unit and Disaster Management team. \nThe main purpose of this meeting was to conduct the orientation workshop on KAP Baseline Survey for the students and to discuss among the different sectors in Lao Red Cross in order to develop the key messages for the Communications Strategy on Public Awareness and Public Education (PAPE). The key discussion topics were as followed: \nPreparation Meeting with KAP Consultant and the project team \n\nDiscussion on the KAP methodology design\, sample size\, contents of the questionaire\, data processing method\, etc.\nThe use of the quantitative tool of the KAP survey for collecting data in the five targeted communities where there is the high school that the LRC is implementing the project.\nThis survey is used to interview at the household level because the household is the primary institution consisting of members of families who talk and share with each other the most in daily life.\n\nOrientation Workshop on KAP Baseline Survey\nThe objective of this workshop was to provide the common understanding on hazards and disasters in the local context and the understanding on the questionnaires and simulation exercise\, for 85 students from five schools in Vientiane Capital City. \nThe Morning Session was on “Knowing the Local Hazards and Disasters in Laos”. The purpose of this session was to provide understanding on the hazards and disasters in Laos’ context in order to collect the data for KAP Survey. Based on PAPE tools\, the main facilitator for this session led the session by using the Role Play. The students were into five groups and assigned the hazard topics for each group (Fire\, Flood\, Earthquake\, Land slide and Storm). Each group developed the key messages based on their understanding about the impacts of the hazards in their schools and communities including how to use the community engagement approach in their role play. After the presentations\, the facilitator asked the representatives from each group to feedback each other\, then invited the teachers and Lao Red Cross (LRC) team to provide feedback also. In conclusion\, all students understood about the hazards in their local context. \nThe Afternoon Session was on “Understanding and Practising on KAP Survey Questionnaires”. The purpose of this session was to provide understanding on KAP Survey’s questionnaires and practice and how to collect the data in the communities. The consultant was the main facilitator for this session\, while the project manager and LRC team were the co-facilitators in the simulation exercise. The session started with the introduction on KAP survey methodology and then divided the students into five groups in order to read out loud and understand all parts of the questions. Then\, the simulation exercise started by matching them in pairs and practiced how to ask the questions and how to record the answers. SUMMARY:Epidemic Control for Volunteers (ECV) Training for Community Volunteers in the Highest Malaria and Dengue Prevalence District | 19-21 December 2016 | Lao PDR
DESCRIPTION:The training on Epidemic Control for Volunteers for village health volunteers\, head of villages\, and community school teachers was planned and organized during 19-21 December 2016 in Muang Prathumphone\, Champasak Province\, the southern part of Lao PDR and Lao-Thailand border crossing area (Pakse\, Champasak and Chong Mekm Ubol Ratchathani province). \nDr. Bounma Xayasouk\, Director of Department of Health Promotion\, Lao Red Cross reported that the epidemics in the southern provinces have been happening since late 2011 in Attapeu\, Champasak\, Saravan\, Sekong and Savannakhet. In 2013 and 2014\, Lao Red Cross implemented the malaria prevention project in 20 villages in 3 districts of 2 provinces (Champasak and Sekong). Previously\, in 2013\, the Epidemic Control for Volunteers (ECV) training course has been organized by Lao Red Cross for healthcare staff from the headquarter and other 15 provinces. The training documents were translated into Lao language for the said training. After that\, the training could not be extended to other staff at district level due lack of financial support and staff turnover rate. \nThe Ministry of Public Health estimated that without immediate interventions and effective actions for health promotion and control\, Lao PDR could have 61\,000-120\,000 dengue cases in every year. Meanwhile\, in 2013\, dengue cases were reported in Champasak Province. From about 5\,404 cases\, the populations in 7 cases were found dead. As of November 2015\, 1\,313 dengue fever cases were diagnosed in this epidemic area. \nThis year in 2016 Lao Red Cross considered to urgently provide health interventions and reach the local communities and vulnerable populations in these affected and high epidemic areas with effective communication and health-education strategies. The tools of ECV have been implemented and useful for the community volunteers in the previous years. \nThere were 31 village health volunteers\, head of villages\, and community school teachers invited to participate in this ECV training (Male 21\, Female 10 ). The four sessions of epidemic response cycle\, principle of epidemiology\, community tools\, action tools\, and disease tools with ECV manual in Lao language were employed. The group work discussions\, “Zap that mosquito” game and home-visit health-education role plays and health education practices using the community tool focusing on four diseases – Dengue & Zika\, Malaria\, Diarrhea\, and Respiratory infections were highlighted and demonstrated to all participants\, and community mappings and epidemics seasonal calendar were trained. The results of the pre/post-test of True /False/Not Sure quiz showed that the participants’ knowledge were significantly improved from 66% to 98% respectively. The expectations of the participants were met and satisfied. \nAt the end of the training\, Mr. May Sisouvong\, Head of Nakham village said\, “This training is very useful and easy to follow up by a group of community volunteers\, especially the head of the villages and village health volunteers by using it during the diseases epidemics. I understood more about the epidemics’ cycle and he committed to bring all the new knowledge and new health interventions learned from the facilitators back to my village and community by communicating and educating via a loud speaker to our local villagers in order to improve their behavior to prevent and control malaria and dengue in the village.” \nMr. Thongphoun Phothivong\, Teacher\, Nakham Village School\, said\, “I really like the facilitation methods and training materials. The training package of ECV manual will be very useful to apply for school curriculums\, especially for the subject of health education and environmental study and society. This will benefit our students in the school as they will get to know the information about the diseases\, transmission and prevention and control. Hand cleaning steps and information about mosquito-breeding sites to avoid mosquito bites using nets are very useful for the students and local communities to do it to prevent them from malaria and dengue and Zika diseases.” \nMiss. Sengphachanh Zaizanapanhya\, Teacher\, Oudomphanh Village School mentioned\, “This is good timing for ECV training and we are waiting for this kind of training and workshop. I have never been involved in a training like this\, this is my first time and I like it. I have learned a lots during the past three days. I will take all the new skills and updated knowledge back home and talk to our students and villages. I will help our community to prevent and stop malaria and dengue forthe poor people in the communities.” \nLast but not least\, Dr Bounma Xayasouk highlighted\, “Next year we are proposing and requesting the support from IFRC about the CBHFA Mosquito-Borne Diseases and Vector Control in helping the vulnerable populations in affected areas\, particularly in Champasak Province. This initiative scale-up will be useful for the villagers and communities in preparing for community health preparedness and response to the epidemics and the outbreaks beforehand. We really appreciate the great support and contribution from IFRC which continues the assistance to their people as always. DESCRIPTION:The Ministry of Public Health reported in 2015 that there was high coverage of malaria and dengue fever outbreak in Lao PDR\, in particular in the southern provinces of Lao PDR\, among these\, Champasak Province had the highest situation. In order to prevent the incidence of these diseases outbreak\, Lao Red Cross has organized a training to build capacity for Lao Red Cross staff at district and provincial levels in epidemic control for them to transfer these knowledge and skills to communities in the areas under their responsibility. \nThis is the first roll out of CBHFA Mosquito-Borne Diseases and Vector Control and Epidemic Control for Volunteers in Lao PDR to provide and increase the capacity building of Red Cross health personnel working in four provinces located in the deep south of Lao PDR i.e. Sekong\, Saravane\, Attapeu and Champasak provinces. These four provinces are the risk-prone areas of dengue and malaria epidemics. \nIn the four key topics of ECV there were group-work discussion\, “Zap that mosquito” game and role plays\, health-education practices and community mappings using a community tool focusing on three diseases – Dengue and Zika\, Diarrhea and Polio\, which were highlighted and demonstrated to the participants. The results of True/False/Not Sure pre-test and post-test showed that the participants’ knowledge was significantly improved from 73% to 96% respectively. \nThere were 15 health personnel from the health divisions of four Red Cross provincial branches actively participating in this first roll-out training course. There were ten female and five male representatives from the four provinces. The theory and practical sessions were employed with ECV manual\, epidemic’s response cycle\, principle of epidemiology\, community tools\, action tools\, and disease tools\, in Lao language. \nFor the next step\, Lao Red Cross is planning to organize the ECV training for community volunteers in Muang Pathoumphone District\, Champasak Province\, during 19-21 December 2016. There will be 20 community volunteers and 10 teachers participating in the ECV training in the district level. DESCRIPTION:The Youth as Agents of Behavioural Change (YABC) Peer Educators training in Laos was held by facilitation of Youth and Volunteering Officer from IFRC together with two Thai Red Cross facilitators (one staff and one volunteer) on 12-16 December 2016 targeting 20 participants from the Ministry of Education\, Red Cross HQ (DM\, Health and Youth)\, Red Cross Youth Clubs from the high school and university\, Youth Union and one staff from Thai Red Cross Youth Bureau. The training was supported by the IFRC CCST budget and inaugurated with the attendance of Vice President of Lao Red Cross\, Thongphachanh. \n \nKey Outcomes of the Training \n\nParticipants had a clear understanding of YABC with knowledge\, skills and practices.\nParticipants developed their action plans and discussed about the collaboration between different stakeholders.\nYouth empowerment action for the community was planned for 2017 and IFRC will support this.\n\nThis training had two impacts:  \n1) Thai Red Cross YABC youth were mobilised to be co-facilitators under the coach of Youth and Volunteering Officer and gained facilitation experience and decided to roll out this programme in Thai RC youth activities. \n2) It became one opportunity of partnership and advocacy between all youth stakeholders in Laos such as the Ministry of Education\, Youth Union and RCY. They developed their joint actions to motivate the other youth to join the RC and community actions with high zeal.

DESCRIPTION:Risks\, Attitude\, Norms\, Abilities and Self Regulation (RANAS) training was conducted in Siem Reap\, Cambodia\, on 8-9 November 2016\, by Swiss Red Cross\, IFRC and Cambodian Red Cross. \nThe 2-day workshop was participated by water\, sanitation and hygiene (WASH) practitioners from Southeast Asian National Societies of Cambodia\, Indonesia\, Laos\, Malaysia\, Myanmar\, Viet Nam\, Philippines and IFRC. \nThe training course module consists of an introduction into the planning\, design\, and evaluation of systematic behaviour change campaigns. \nThe participants learned about how to conduct a quantitative survey measuring the behavioural factors\, how to identify the required behaviour change techniques and how to verify their effectiveness. The course targets practitioners interested in behaviour change\, especially in water\, sanitation and hygiene in developing countries. The objective was achieved through lectures\, practical experience from the projects\, group exercises\, and plenary discussions. \nThe Risks\, Attitudes\, Norms\, Abilities\, and Self-regulation (RANAS) approach to systematic behaviour change is an established method for designing and evaluating behaviour change strategies that target and change the factors influencing a specific behaviour in a specific population. In brief\, it is an easily applied method for measuring behavioural factors\, assessing their influence on behaviour\, designing tailored strategies that change behaviour\, and measuring the effectiveness of these. DESCRIPTION:Climate Change is underlined in Lao Red Cross (LRC) Strategic Plan 2011-2015 as a “future trend” that LRC needs to take into consideration. The Strategic Plan notes that “Climate change\, in particular\, not only endangers lives and undermines livelihoods\, but also threatens to exacerbate the gaps between rich and poor\, and amplifies the inequities between women and men. In the region\, emerging and other epidemic-prone diseases pose serious public health and economic threats to Lao.”\n\n\nA key need identified is that “Lao Red Cross requires a stronger organization to meet new challenges in the coming years\, like climate change adaptation\, an increasing number of road accidents in the country\, and new pandemics. There is a critical need to have trained and well-equipped emergency response teams throughout the country\, and to strengthen partnerships at all levels to make communities stronger and more resilient in disaster preparedness and risk reduction”.\n\n  \nIn September 2014\, two staffs from the Lao Red Cross (from DM and Health departments) participated in the IFRC Southeast Asia Climate Change Master Training in Thailand. At the end of the training\, they identified the following next steps to further take into consideration climate change issues within Lao RC programming: \n\nOrganize a national training on Climate Change in Lao PDR\nDevelop IEC materials on climate change\nIntegrate climate change issues within CBDRR/CBHD methodologies\nOrganize coordination  meetings with key partners (government\, NGOs\, PNS\, etc.)\n\n  \nFollowing up to this\, a national-level capacity-building on climate-smart programming training/workshop is organized in 5-8 April 2015 in Vang Vieng district\, Vientiane province in Laos with following structure and objectives: \n\n3-day training to enhance the skills of LRC staffs on climate change issues\, including:\n\nkey concepts and terminology;\nimpacts on weather patterns;\nimpacts on health;\nways to adapt to\, and mitigate\, climate change; and\nways to educate and communicate with communities.\n\n\n\n\n1-day workshop on tools development to integrate Climate Change issues within LRC tools and methodologies (including DM/DRR and Health)\n\n  \nOutcome documents: \n\nReport\n\nAdministrative documents: \n\nConcept Note\nAgenda\nParticipant List

DESCRIPTION:Lao Red Cross has implemented a wide range of activities in schools in the past years in partnership with government\, PNSs as well as Civil Society Organizations. This includes activities in Disaster Risk Reduction and Health which all contribute to creating safe leaning environments for children. Recognizing children as agents of change\, there is also an opportunity to invest in their potential to reach wider communities and enhance community safety and resilience in the country. \nSince 2014\, Lao Red Cross is also a consortium partner of a DIPECHO-funded project which includes school-based activities under the technical leadership of Save the Children. DESCRIPTION:Disaster and Climate Change Law Workshop | Vientiane\, Lao PDR | 29 July 2015 \nSince October 2013\, IFRC\, LRC\, UNDP and the Ministry of Natural Resources and the Environment (MoNRE) have been working together as key partners in the development of a new disaster risk management and climate change law in Lao PDR. The development of the new law is a central component of the ‘Integrated Disaster and Climate Risk Management Project’ (ICDRM) currently being carried out in Lao PDR by UNDP and MoNRE\, with IFRC and LRC as key implementing partners. Over the past 12 months\, these four partners have achieved several milestones which have marked the progress of this work. \nBuilding upon these milestones\, the project partners held a “Disaster and Climate Change Law Workshop” in Vientiane\, to bring together key national and local stakeholders to discuss progress to date\, key thematic/technical components to consider when developing the new law\, and to solicit their feedback and inputs in this process. The workshop was also in line with international commitments made by the government of Lao PDR and the Lao Red Cross at the 31st International Conference of the Red Cross Red Crescent Movement in 2011\, where a resolution was adopted calling upon states to review their existing legislative frameworks at all levels (or develop new ones) to adequately establish key disaster risk reduction measures\, and to promote community level action. \nThe objectives of the workshop are: \n\nIncrease knowledge and understanding of disaster law concepts and issues\, and how to incorporate these in the new law (eg. The meeting serves as a platform to share experience and to discuss regional issues of interest to the Red Cross Red Crescent (RCRC) Movement. \nThe purpose of the meeting is to:\nDiscuss Movement policy and issues of Red Cross and Red Crescent work among the National Societies\, IFRC and ICRC\, and agree on appropriate action and follow up.\nTake stock of strategic direction progress for the Red Cross and Red Crescent Movement and to develop and implement key actions through regional cooperation and networking among the National Societies\, IFRC and ICRC.\nEnsure that the regional National Society networks and forums are accountable for the RCRC South-East Asia leaders meeting.\nBuild stronger relationships and to take advantage of the strength of working together.\nIncrease performance levels and effectiveness of regional RCRC efforts.\nGo beyond networking for better cooperation and coordination. \nThis year\, we look forward to discussing the progress of our work in the region\, while also acknowledging the current and future challenges we face in a fast-changing environment.
