DESCRIPTION:  \nBackground \nThe Southeast Asian region is no stranger to a myriad of challenges\, from natural disasters to public health emergencies and humanitarian crises. In the face of such adversities\, the First Aid services provided by our National Societies play a vital role in saving lives\, alleviating suffering\, and building resilient communities. Recognizing the need for enhanced coordination and collaboration\, this First Aid Network Meeting has been envisioned as a platform for pooling our collective expertise and experiences. \nThe First Aid Network brings together Red Cross and Red Crescent (RCRC) representatives from South-East Asia (SEA)\, IFRC and ICRC to discuss collectively supporting to achieve the First Aid Vision 2030. This network was formed as a decision from the 19th Southeast Asia Leaders meeting\, hosted by Brunei Darussalam Red Crescent Society in Bandar Seri Begawan in 2022\, which also agreed on Brunei Darussalam Red Crescent Society as the first chair of the network. The decision included a commitment by all leaders to invest in development of Southeast Asia National Societies capacity and resources in First Aid through peer-to-peer learning and support as well as scaling up Southeast Asia National Societies capacity in community first aid and continuing to invest in the development of commercial first aid\, including utilizing digital platforms. \nIn October 2023\, the 1st Southeast Asia First Aid Network (SEAFAN) took place in Bandar Seri Begawan\, Brunei Darussalam with the Brunei Darussalam Red Crescent hosted the meeting as the 1st chair of the network. The meeting resulted in several priorities where the network will focus on strengthening and supporting knowledge on first aid programming within Red Cross and Red Crescent Societies in the Southeast Asian region to align and achieve the IFRC First Aid Vision 2030\, which reflect the two focus areas: 1) Physical First Aid (under GFARC guideline) and 2) Psychological First Aid (under Asia Pacific MHPSS Training and Learning Collaborative guidance). This vision aims to enhance the capacity and reach of first aid services\, making them more accessible and effective in saving lives and reducing injuries in different context of populations. Each National Society will continue promoting and prioritizing the first aid program and services within their respective country. The network focuses on following activities to accomplish this objective such as (1) Knowledge sharing and best practices\, (2) Capacity building and training\, (3) Advocacy and policy development\, (4) Research and development\, and (5) Digitalization and innovation. Based on the joint-resolution endorsed by the participants in the 1st SEAFAN Meeting\, it is agreed that the 2nd SEAFAN will be hosted by Indonesian Red Cross. This decision was taken with some considerations that Indonesian Red Cross will be the host of Red Cross Red Crescent Southeast Asia meetings in 2024. \nObjectives \nThe primary aims of this meeting are to continue the commitment and collaboration in implementing the 2nd Annual Southeast Asia First Aid Network Meeting hosted by the 2nd chair\, Indonesian Red Cross. The meeting will seek to monitor and evaluate the progress of the network action plan on the agreed joint-resolution\, further\, to work collectively towards strengthening First Aid Capacity in Southeast Asia. SUMMARY:First Aid Training for Lao Red Cross Staff | 17-18 June 2019 | Attapeu\, Lao PDR
DESCRIPTION:Lao Red Cross conducted a first aid training for its staff at Attapeu Branch during 17-18 June 2019. The two-day training aimed to provide Attapeu staff basic knowledge about how to provide primary care to affected people during emergency. The training cover the first aid techniques including CPR as well as how to treat patients with burns\, severe bleeding\, broken bones\, snake bites\, etc. \nThe training was attended by 22 Red Cross branch staff and three participants from local disaster response agency. \nClick here to view the training report in Lao language.

SUMMARY:3rd National Disaster Response Team Training | 12-16 March 2018 | Ayutthaya\, Thailand
DESCRIPTION:Under the USAID project\, Thai Red Cross Society (TRCS)\, with technical support from IFRC\, conducts the third (last) National Disaster Response Team (NDRT) training during 12 to 16 March 2018\, with a focus on Water and Sanitation(WATSAN) and Public Health in Emergency(PHiE). \nThe objective of this training is to build the capacity of TRCS headquarter and provincial staffs (Health station) in assessment\, planning\, implementation\, and coordination of WATSAN and PHiE interventions. SUMMARY:Lao Red Cross Conducts Emergency WASH Training for Volunteers | 26 February - 3 March 2018 | Champasak\, Lao PDR
DESCRIPTION:During 26 February to 3 March\, Lao Red Cross and IFRC jointly conducted an Emergency WASH (E-WASH) training for the Red Cross volunteers in Monlapamock district\, Champasak Province. The two-day training was conducted for 21 volunteers from seven villages and one WASH focal person from the Ministry of Health. The E-WASH training began with theoretical sessions and table-top exercises. The second half of both days mainly focused on practical sessions\, i.e. installation of the water purification unit (Aquaplus AP 700 CL) and construction of a pour-flush toilet. Borehole and latrines have also been installed in a primary school of Baan Hin Lat with the help of six male teachers and 98 students (44 female). DESCRIPTION:Based on Stop TB 2017 Global Report\, the following Asia and Pacific countries have the highest Tuberculosis (TB) burden: Bangladesh\, Pakistan\, India\, Philippines\, Vietnam\, Cambodia\, Indonesia\, Myanmar\, Thailand\, China\, Papua New Guinea. \nThe Stop TB Partnership\, IFRC\, and regional TB/HIV community advocacy networks share a vision of a world where everyone\, including those most vulnerable and marginalized\, can access healthcare. This includes access to tuberculosis and HIV testing\, treatment\, care\, and support. SUMMARY:Eleven Grab Taxi Drivers Equipped with Basic First Aid | 27 December | Bangkok\, Thailand
DESCRIPTION:  \nThe ninth first aid training was offered to the Grab taxi drivers on 27 December 2017 at the Thanapoom Tower on Petchaburi Road\, Bangkok. The six-hour standard basic first aid training was conducted to provide technical support from the facilitation team of the First Aid Training Center\, Thai Red Cross Head Quarter. \nEleven Grab taxi drivers (all males) participated in the training.  There were six key topics focusing on both technical and practical aspects of the standard basic first aid\, including: basic first aid procedures; bandaging of hands\, feet\, and head; use of arm sling; treatments of wounds\, choking\, stroke\, and heart diseases; cardiopulmonary resuscitation (CPR); and referral and transportation to hospitals. The training was facilitated by four first aid instructors/specialists from the First Aid Training Center\, Thai Red Cross Head Quarter.  All the participants received certificates after completion of the training course. \nIn 2017\, there were ten training courses organized by Grab Thailand. DESCRIPTION:The 143 on 143; 20 Days Advocacy started last November 14 up to December 3\, 2017 under HIV and Substance Abuse Prevention (HASAP) Project through support of IFRC. The four implementing chapters (Manila\, Pasay\, Quezon City and Rizal Chapter) initiate the implementation of the 143 on 143; 20 Days Advocacy in their area of concentration (Selected Site). The Chapters conducted a series of activities in community and school in by disseminating information focusing on HIV and Substance Abuse. \nDrug Abuse Prevention Week is celebrated every third week of November pursuant to presidential Proclamation No. 124\, dated November 26\, 2001\, and together with the World AIDS Day taking place on the 1st of December each year\, this week provides an opportunity for people worldwide to unite in the fight against HIV\, to show support for the people living with HIV\, and to commemorate those who have died from AIDS – related illness. \nThe Red Cross 143 – CHV and Youth Volunteers will be the frontlines in implementing to school and communities. It provides capacity building activities that will enable implementers strongly advocate on HIV and Substance Abuse\, as well as conduct referrals on appropriate agencies and manage coordination activities including establishing linkages on different related sectors. \nThrough the mobilization of RC 143 volunteers\, it aims to reach the community and engage the Philippine Red Cross on its advocacy in spreading awareness and eliminate the social stigma\, as well as discrimination among people living with HIV. Furthermore\, part of this event that needs to be addressed are cases of substance abuse through the use of injecting drugs and consider as contributing factors in terms of mode of transmission of HIV.

DESCRIPTION:(Photo caption: Handover of AP 700 CL Manpack water treatment equipment to Champasak provincial Red Cross branch\, photo by Lao Red Cross) \nMuang Pakse District in Champasak Province is located in the southern part of Lao PDR which is disaster-prone\, with 112\,000 people living in the area. The district is bordered by Salavan Province to the north\, Sekong Province to the northeast\, Attapeu Province to the east\, Cambodia to the south\, and Thailand to the west. \nThis water\, sanitation and hygiene promotion in emergencies (E-WASH) training for Red Cross Volunteers (RCV) was organized in two days in Muang Pakse District\, Champasak Province\, in preparedness of disaster management and risk reduction and health & hygiene promotion in this disaster affected area\, from 25 to 26 October 2017. \nThe objectives of this training are: \n\nTo improve the knowledge and skills about water and sanitation related disease in emergency and hygiene promotion of Red Cross Volunteers in four disaster -prone districts and 8 community leaders from the villages located in Muang Pakse District.\nTo demonstrate water treatment and sanitation\, hygiene promotion in emergencies.\nTo familiarize with technical and practical aspects of the processes of water treatment and ensuring water quality by using AP700 CL Man-Packs and on temporary latrine / permanent latrine constructions during emergencies.\nTo develop and discuss about E-WASH planning at district and community levels in preparedness and response in emergencies.\nTo construct one latrine for Pak Klang Primary School with 123 students and 6 teachers.\n\n  \nThe training was conducted in two days in Champasak Provincial Red Cross Branch\, Muang Pakse\, Champasak Province. There were 17 WASH focal persons from 7 districts under the Champasak branch\, and 1 WASH focal person of the Ministry of Health were invited to participate in this RCV E-WASH training (Male 6\, Female 11). \nLao RC has been receiving funding support from the Japanese Red Cross Society (JRCS) in strengthening emergency WASH capacity since 2016\, focusing mainly on Khammuane province including the procurement and prepositioning of two water purification units (one at that province and one at the national headquarters in Vientiane). \nIn 2017\, JRCS continues to support LRC in the same capacity\, where LRC has expanded its geographical scope to also include Oudomxay and Champasak Provinces. These targeted provinces are known to be affected by floods on a yearly basis due to its close vicinity to the Mekong river and various tributaries that run along these provinces. \nBoth training days started with theoretical sessions and table-top exercises\, and the second half of both days were mainly focused on practical sessions i.e. installation of the water purification unit Aquaplus AP 700 CL (first day) and construction of a pour-flush toilet (second day). \n \nA variety of training methods were utilised such as use of IEC materials\, PowerPoint presentations\, videos\, group exercises and demonstrations. Pre- and post-tests\, as well as evaluations were carried out. (Picture caption: The Red Cross Volunteers checking the turbidity and PH of water after water treatment during the training). \nThe five key topics of Emergency WASH are: water treatment demonstration by using AP700 CL Man-Packs\, hygiene promotion\, group work discussion\, “Chlorine Water Treatment\, Filtration\, Chemical Water treatment”\, temporary / permanent latrine construction\, health education practices using community tool focusing on three diseases and 7 steps of hand washing were highlighted and demonstrated to participants. \nThe results of True & False pre- test and post- test with 13 questions shown that the participants’ knowledge and skills were significantly increased from 78% to 97% respectively. \nDr Sing Menorath\, the Vice President of Lao Red Cross\, mentioned that the continuous support for implementing WASH program from IFRC to Laos is really needed because current WASH implementation only reached four provinces. DESCRIPTION:Oudomxay Province is located in the northern part and borders with China\, with the population of 307\,600 populations. In August 2016\, the torrential heavy rain has triggered flood and flash flood in this area and affected at least 5\,000 people. The flood has submerged several villages in Muang Xay\, Pak Bang\, Muang La\, and Muang Houn Districts. \nA Training of trainers (TOT) on Water\, Sanitation\, and Hygiene Promotion in Emergencies (E-WASH) was organized in Oudomxay Province on 20-22 Sep 2017 for Lao Red Cross WASH focal staff in preparedness of disaster management and risk reduction\, health and hygiene promotion in this disaster affected area. This training is followed by the training on Emergency WASH response and preparedness for Lao Red Cross Volunteers\, 25-26 Sep 2017 in Houn District\, Oudomxay Province. \nThe objectives of the trainings: \n\nTo improve the knowledge and skills about water and hygiene related diseases of Red Cross Health personnel in 9 red cross provinces in the northern Lao PDR.\nTo demonstrate the drinking water quality\, water treatment and sanitation\, hygiene promotion in emergencies.\nTo be familiar with technical and practical on the processes of water treatment and water quality by using AP700 Man-Packs and practical on temporary emergency latrine / permanent latrine constructions during emergencies.\nTo develop and discuss about E-WASH Planning at provincial and district levels in preparedness and response in emergencies.\n\nThese two trainings were the second batch after Khammoune Province in March 2017 for the Emergency WASH activities conducted by Health Promotion Department\, Lao Red Cross and IFRC Bangkok office. DESCRIPTION:Thai Red Cross prepares for the care and the support for elderly people in communities. \nThe number of elderly people is growing: Thailand is currently ranked the third most rapidly ageing population in the world.  In 2015\, over 10 percent of the Thai population\, or more than 7-8 million people\, were 65 years old or older. By 2040\, a projected 17 million Thais above 65 years of age will account for more than a quarter of the population. \n \nThai Red Cross has been piloting the two training modules: 1) Elderly Self Care implementing in 6 provinces and 2) Elderly Care by care givers implementing in 6 provinces. \nThere were 84 participants who received the training course on Health Ageing-Elderly Self Care and Elderly Care by Care givers by Thai Red Cross’ Training Center.  In each province\, 7 trainers conducted the two trainings for Red Cross Volunteers with 18 hours of training courses or 3-day training at provincial or district levels. \nIn January to July 2017\, 12 Provincial Red Cross Chapters have been piloting / providing the TOT training on Healthy Ageing for 84 trainers (7 trainers per province). A total of 2\,300 volunteers were registered into the TRC’s system\, and 280 elderly patients were supported or supervised by volunteers in the communities. \nThe implementation of Healthy Ageing Program in 14 provinces will be scaled up in 2018 by the support from Provincial Red Cross Chapters. DESCRIPTION:The National Blood Centre of Thai Red Cross organized the World Blood Donor Day on 11 June 2017 with the theme and campaign of “What can you do? Give Blood\, Give now\, Give often”. \nGlobally\, the IFRC plays a significant role in advocating and promoting regular voluntary non-remunerated blood donation (VNRBD) and Youth clubs which are also known as the International Club 25. Every year on 14 June\, countries around the world celebrate World Blood Donor Day. The event\, established in 2004\, serves to raise awareness of the need for safe blood and blood products\, and to thank blood donors for their voluntary\, life-saving gifts of blood. This year\, the global event will be organized in Hanoi Vietnam to celebrate the same theme. \nThe lives and health of millions of people are affected by emergencies every year. In the last decade\, disasters have caused more than 1 million deaths\, with more than 250 million people being affected by emergencies every year. Natural disasters such as earthquakes\, floods and storms create considerable needs for emergency health care\, while at the same time\, often destroying vital health facilities as well. Man-made disasters such as road accidents and armed conflicts also generate substantial health care demands and the need for front-line treatment. \nBlood transfusion is an essential component of emergency health care. Emergencies increase the demand for blood transfusion and make its delivery challenging and complex. Adequate supply of blood during emergencies requires a well-organized blood service\, and this can only be ensured by engaging the entire community and a blood donor population committed to voluntary unpaid blood donation throughout the year. \nThis year\, the Thai Red Cross plays a leadership role in giving a 8-bed mobile  service bus to Lao Red Cross to contribute to saving the lives of more 6.5 million people in Lao PDR. Thai Red Cross also committed and provided  technical support in increasing the capacity of National Blood Center of Lao Red Cross to develop the blood campaigns\, communication materials\, and  other blood service supply and equipment. \nAdditionally\, Thai Red Cross Society and all key stakeholders are moving toward in promoting safe and sustainable blood programmes in Thailand for those in needed to save their lives. DESCRIPTION:The first roll out of Healthy Ageing Programme in ASEAN: Cambodian Red Cross prepares for an ageing society and promotes Community Based Healthy Ageing in 25 provinces and pilot projects in three provinces\, supported by IFRC in partnership with Pfizer Inc. in 2017. \nThere are 34 participants (Male 14\, Female 20) from 25 provincial red cross branches and two Thai Red Cross representatives participating in this training course. The peer-to-peer facilitation team consists of two specialists from Bulgarian & Mongolian Red Cross National Societies with the technical support from IFRC Bangkok and Geneva. \nCambodian Red Cross National Society is the third country in the world to show the leadership and the commitment in implementing “Community Based Healthy Ageing Programme” after Montenegro\, and India. IFRC supports National Societies to play a key role in promoting healthy ageing which contributes to the World Health Organization’s (WHO) Global strategy and action plan on ageing and health \, which focuses on five strategic objectives: \n1). commitment to action on healthy ageing in every country; \n2). developing age-friendly environments; \n3). aligning health systems to the needs of older populations; \n4). developing sustainable and equitable systems for providing long-term care (home\, communities\, institutions); \n5). improving measurement\, monitoring and research on healthy ageing. \nThis 3-day training of trainers (TOT) held in Phnom Penh highlights the life course approach\, healthy ageing determinants and evidence-based behaviour change theories. The toolkit includes content on noncommunicable diseases\, risk factors such as falls and social isolation\, healthy eating\, physical activity\, lifelong learning and plan of action as well as tools which provide guidance and activities to help people pursue healthier lives and enable active ageing with dignity and a better quality of life. \nAfter this TOT training\, the pilot projects in three targeted provinces – Kampot\, Svay Rieng and Prey Veng will be implemented the project activities to improve the quality of life of Cambodia elderly people in rural community about 500 persons. Part of this large\, and growing\, community\, has experienced significant trauma in their journeys emigrating to Thailand and in their vulnerability to legal protection\, both in Thailand and in Myanmar. Natural disasters\, personal conflicts\, painful experiences\, traffic accidents and myriad social pressures can cause intense psychological stress on individuals and on larger communities. Currently\, there is very little structure in place or resources available to help migrants deal with these issues. \nIn this training\, Thai Red Cross Society provided the technical support with four senior nurses/PSS trainers to facilitate this training for TLSDF/Rak Dek with the technical support from IFRC CCST BKK which facilitated this training. There were 27 community volunteers participating in this PSS trainings. The training was conducted by using the community-based PSS training materials of IFRC Reference Center for phychosocial support which are toolkits with seven modules\, namely\,\n– Crisis events and PSS\n– Stress and coping\n– Loss and grief\n– Community-based Psychosocial Support\n– PSS First Aid and supportive communication\n– Children\n– Supporting volunteers and staff  \nThe Feedbacks from each trainee were collected and recorded for further analysis. It was found that the results of the participants’ expectation were high and reached their expectation. They addressed that they will be using this PSS knowledge\, both technical and practical skills\, in helping their family\, friends and migrant communities. Certificates of participation were provided to all participants.

Three senior first aid instructors were facilitating according to the standard first aid training course of IFRC. \nBased on the results of this training\, all of the participants mentioned that the levels of confidence to use and practise CPR and chocking in the real situation significantly increased to 75-80 percent. All participants appreciated the training methods\, facilitations and six practical sessions which will be useful to help other people and their families. They mentioned the training reached to more than their expectation. The post-test evaluation was applied for all the trainees before distributing the certificates. \nAdditionally\, GRAB Thailand is planning to conduct nine training sessions for Grab taxi drivers in Bangkok\, Chiang Mai\, Phuket and Khon Kaen provinces in 2017. This event was held in Khon Kaen province of Thailand on 27-28 March 2017 to demonstrate the capacity of the Mobile Blood Donation Unit/Service with medical equipment/installations\, the processes of operating Mobile Blood Donation Unit and Medical equipment maintenance of Mobile Blood Donation Unit/Service. There was also visiting of the Fix station (the extended blood service in the community at Kosa Hotel). The theme of this campaign is “Good health begins with donating blood every 3 month”. \nSix participants from Lao Red Cross National Blood Transfusion Centre were cordially invited to take part in the Biennial Blood Campaign 2017 as scheduled. Additionally\, with this campaign\, there were 155 provincial Red Cross committee members from 13 provinces located in the North-Eastern part of Thailand actively attended in this important event. This biennial campaign is not only improving the capacity of the members of Red Cross at the provincial level but also increasing knowledge and public awareness raising in communities in understanding the need of blood to save lives. It was anticipated that this would be a great opportunity for Lao Red Cross National Blood Transfusion Centre to learn and then share the experience for increasing the visibility and the capacities to scale up “the quality of blood services in Laos PDR.”

SUMMARY:Workshop on Communication Strategy for Blood Donation of Lao National Blood Transfusion Centre | 13-17 March 2017 | Lao PDR
DESCRIPTION:According to the commitment between Thai Red Cross Society and Lao Red Cross summarized from the bilateral coordinating meeting in Nong Khai Province in 2015\, Thai Red Cross agreed in principle to  help improving the capacities of Lao National Blood Transfusion Centre (NBTC) in increasing number of new blood donors to achieve the target set for the year 2020. Every year\, 60\,000 blood units are needed in Lao PDR but only 40\,000 blood units are collected from voluntary blood donors. \nRegarding to NBTC’s marketing and communications strategy\, increasing the visibility of communication campaigns and improving the public awareness campaigns of NBTC are the key important processes in order to broadly reach out to the new targeted audiences and new blood donors and young generations and general populations in communities. The peer-to-peer technical support in developing the communication strategy on blood recruitment and blood donation and community and public awareness campaigns was held during 13-17 March 2017 with the support from German Red Cross and International Federation of Red Cross and Red Crescent Society\, Country Cluster Support Team (IFRC CCST) in Bangkok. \nAt the end of a workshop\, a team from the National Blood Transfusion Center of Lao Red Cross (LRC) committed to move forward with the ideas\, resources\, guidance and suggestions from Thai Red Cross Society (TRCS) in applying to fit with Laos’ local context. The posters\, short films\, TV spot\, radio spot\, IEC material produced by TRSC are very helpful and useful for LRC to modify and adapt to Laos’ local context. The strategic communication action plan 2017 onwards\, a new logo of NBTC\, four TV and Radio spots  and some selected posters have been developed during the five-day workshop. The new key message of NBTC is “Give blood every 3-4 months makes you healthy.” The peer-to-peer technical support from TRSC is very useful for LRC as observed. German Red Cross very appreciated this peer-to-peer support and thanked TRC and IFRC for this peer-to-peer support that came from bilateral cooperation agreement.

The two trainings focused on key practical sessions. Water\, Sanitation\, and Hygiene Promotion were highlighted to all participants. \nThe results of the pre/post-tests of True&False Quiz showed that the participants (Training of Trainers e-WASH focal persons)’s knowledge significantly improved from 70% to 95%. The results pre/post-tests of True&False Quiz showed that the participants (RC volunteers)’s knowledge significantly improved from 55% to 67%. In conclusion\, the expectations of the participants were met and satisfied. \nThe  Lao Red Cross staff and volunteers contributed greatly and put a lot of efforts to the success of these two training sessions. The participants were working so hard until late to dig the pit/deep hole of 1.5 metres for two latrines with constructed roof top and wall and the water drainage area/water system for the selected primary school. The community participation and engagement by the community leaders and school principal was the key achievement of these two training in Khammuane Province. \nThe WASH Coordinator from IFRC in Cambodia mentioned that additional two more AP 700 Manpacks will be provided to Laos this year and they are planning to develop the WASH training projects for Laos again this year in one to two provinces depending on the budget availability and the donor decision. The head of Health Promotion Department of Lao Red Cross Society will follow up with the provincial-level entity about the use of AP 700 and latrines constructed in the local primary school. He will also send to IFRC in Bangkok the activity report and financial report within March 2017.

DESCRIPTION:Three Emergency Water\, Sanitation and Hygiene (WASH) specialised trainings were conducted on  5-12 February 2017 in Prey Veng province\, Cambodia with an aim to enhance the capacity of the National Society for emergency WASH response in future. There were a total of 88 participants including staff and volunteers from the National Headquater and the chapters in three provinces (Svay Rieng\, Bantey Mean Chey and Prey Veng) and also three staff from the Swiss Red Cross and provincial staff such as fire brigade personnel. \nTwo trainings on the use of emergency hygiene promotion (HP) box were also conducted\, participated by 18 Red Cross volunteers and staff from NHQ and Prey Veng province. The participants were trained on proper usage of the items in the HP box during emergencies. These HP boxes are now pre-positioned at the provincial level and NHQ\, together with the two units of Man Packs procured under the pledge.

SUMMARY:Epidemic Control for Volunteers (ECV) Training for Community Volunteers in the Highest Malaria and Dengue Prevalence District | 19-21 December 2016 | Lao PDR
DESCRIPTION:The training on Epidemic Control for Volunteers for village health volunteers\, head of villages\, and community school teachers was planned and organized during 19-21 December 2016 in Muang Prathumphone\, Champasak Province\, the southern part of Lao PDR and Lao-Thailand border crossing area (Pakse\, Champasak and Chong Mekm Ubol Ratchathani province). \nDr. Bounma Xayasouk\, Director of Department of Health Promotion\, Lao Red Cross reported that the epidemics in the southern provinces have been happening since late 2011 in Attapeu\, Champasak\, Saravan\, Sekong and Savannakhet. In 2013 and 2014\, Lao Red Cross implemented the malaria prevention project in 20 villages in 3 districts of 2 provinces (Champasak and Sekong). Previously\, in 2013\, the Epidemic Control for Volunteers (ECV) training course has been organized by Lao Red Cross for healthcare staff from the headquarter and other 15 provinces. The training documents were translated into Lao language for the said training. After that\, the training could not be extended to other staff at district level due lack of financial support and staff turnover rate. \nThe Ministry of Public Health estimated that without immediate interventions and effective actions for health promotion and control\, Lao PDR could have 61\,000-120\,000 dengue cases in every year. Meanwhile\, in 2013\, dengue cases were reported in Champasak Province. From about 5\,404 cases\, the populations in 7 cases were found dead. As of November 2015\, 1\,313 dengue fever cases were diagnosed in this epidemic area. \nThis year in 2016 Lao Red Cross considered to urgently provide health interventions and reach the local communities and vulnerable populations in these affected and high epidemic areas with effective communication and health-education strategies. The tools of ECV have been implemented and useful for the community volunteers in the previous years. \nThere were 31 village health volunteers\, head of villages\, and community school teachers invited to participate in this ECV training (Male 21\, Female 10 ). The four sessions of epidemic response cycle\, principle of epidemiology\, community tools\, action tools\, and disease tools with ECV manual in Lao language were employed. The group work discussions\, “Zap that mosquito” game and home-visit health-education role plays and health education practices using the community tool focusing on four diseases – Dengue & Zika\, Malaria\, Diarrhea\, and Respiratory infections were highlighted and demonstrated to all participants\, and community mappings and epidemics seasonal calendar were trained. The results of the pre/post-test of True /False/Not Sure quiz showed that the participants’ knowledge were significantly improved from 66% to 98% respectively. The expectations of the participants were met and satisfied. \nAt the end of the training\, Mr. May Sisouvong\, Head of Nakham village said\, “This training is very useful and easy to follow up by a group of community volunteers\, especially the head of the villages and village health volunteers by using it during the diseases epidemics. I understood more about the epidemics’ cycle and he committed to bring all the new knowledge and new health interventions learned from the facilitators back to my village and community by communicating and educating via a loud speaker to our local villagers in order to improve their behavior to prevent and control malaria and dengue in the village.” \nMr. Thongphoun Phothivong\, Teacher\, Nakham Village School\, said\, “I really like the facilitation methods and training materials. The training package of ECV manual will be very useful to apply for school curriculums\, especially for the subject of health education and environmental study and society. This will benefit our students in the school as they will get to know the information about the diseases\, transmission and prevention and control. Hand cleaning steps and information about mosquito-breeding sites to avoid mosquito bites using nets are very useful for the students and local communities to do it to prevent them from malaria and dengue and Zika diseases.” \nMiss. Sengphachanh Zaizanapanhya\, Teacher\, Oudomphanh Village School mentioned\, “This is good timing for ECV training and we are waiting for this kind of training and workshop. I have never been involved in a training like this\, this is my first time and I like it. I have learned a lots during the past three days. I will take all the new skills and updated knowledge back home and talk to our students and villages. I will help our community to prevent and stop malaria and dengue forthe poor people in the communities.” \nLast but not least\, Dr Bounma Xayasouk highlighted\, “Next year we are proposing and requesting the support from IFRC about the CBHFA Mosquito-Borne Diseases and Vector Control in helping the vulnerable populations in affected areas\, particularly in Champasak Province. This initiative scale-up will be useful for the villagers and communities in preparing for community health preparedness and response to the epidemics and the outbreaks beforehand. We really appreciate the great support and contribution from IFRC which continues the assistance to their people as always. SUMMARY:Community-Based Health and First Aid (CBHFA): Mosquito Borne Diseases and Vector Control and Epidemic Control for Volunteers | 14-16 December 2016 | Lao PDR
DESCRIPTION:The Ministry of Public Health reported in 2015 that there was high coverage of malaria and dengue fever outbreak in Lao PDR\, in particular in the southern provinces of Lao PDR\, among these\, Champasak Province had the highest situation. In order to prevent the incidence of these diseases outbreak\, Lao Red Cross has organized a training to build capacity for Lao Red Cross staff at district and provincial levels in epidemic control for them to transfer these knowledge and skills to communities in the areas under their responsibility. \nThis is the first roll out of CBHFA Mosquito-Borne Diseases and Vector Control and Epidemic Control for Volunteers in Lao PDR to provide and increase the capacity building of Red Cross health personnel working in four provinces located in the deep south of Lao PDR i.e. Sekong\, Saravane\, Attapeu and Champasak provinces. These four provinces are the risk-prone areas of dengue and malaria epidemics. \nIn the four key topics of ECV there were group-work discussion\, “Zap that mosquito” game and role plays\, health-education practices and community mappings using a community tool focusing on three diseases – Dengue and Zika\, Diarrhea and Polio\, which were highlighted and demonstrated to the participants. The results of True/False/Not Sure pre-test and post-test showed that the participants’ knowledge was significantly improved from 73% to 96% respectively. \nThere were 15 health personnel from the health divisions of four Red Cross provincial branches actively participating in this first roll-out training course. There were ten female and five male representatives from the four provinces. The theory and practical sessions were employed with ECV manual\, epidemic’s response cycle\, principle of epidemiology\, community tools\, action tools\, and disease tools\, in Lao language. \nFor the next step\, Lao Red Cross is planning to organize the ECV training for community volunteers in Muang Pathoumphone District\, Champasak Province\, during 19-21 December 2016. There will be 20 community volunteers and 10 teachers participating in the ECV training in the district level. SUMMARY:Mosquito-Borne Diseases Workshop for Red Cross Health Workers | 6-8 December 2016 | Viet Nam
DESCRIPTION:Dengue\, Chikungunya and more recently the Zika virus pose an increasing threat to vulnerable populations worldwide. All of these vector-borne diseases are endemic to various countries in Asia and Pacific and in some countries infection rates\, particularly of Dengue\, have reached alarming proportions. \n \nOn 6 to 8 December 2016\, the Viet Nam Red Cross Society\, in collaboration with the International Federation of Red Cross and Red Crescent Societies organized a mosquito-borne diseases workshop for Red Cross health workers from four National Societies of Cambodia\, Laos\, Thailand and Viet Nam. The workshop\, which was supported by the Finnish and New Zealand Red Cross Societies\, focused on improving the participants’ knowledge around vector-borne diseases and exploring solutions to issues faced by the health workers in their respective communities. The workshop was also an opportunity to pilot the Zika\, Dengue and Chikungunya Prevention Toolkit recently developed by the IFRC. \nThe four Southeast Asia countries have seen a similar rise in dengue cases. In Viet Nam\, nearly 99\,000 dengue cases were reported in 2016\, as opposed to around 83\,000 cases in 2015. There have been reports of 93 Zika virus cases in the country\, 77 of which occurred in Ho Chi Minh City\, the country’s largest city. \n“Having this type of training is crucial at this point in time\, as it will help us as health workers to address the situation before it worsens\,” said Dao Thi Thanh Tam\, Under-Secretary General and the Director of Healthcare Department for the Viet Nam Red Cross Society. \n“This was a very participatory training where everyone got the chance to be involved\,” said Sok Long\, the Director of the Healthcare Department at the Cambodian Red Cross. “Throughout the workshop\, there was a lot of practical sessions\, that will help us apply theory into practice for our work in the community.” \nKym Blechynden\, the IFRC’s Regional Emergency Health Coordinator for Asia Pacific\, says that mosquito-borne diseases including Zika\, Dengue and Chikungunya kill more than 725\,000 people globally each year. \n“These diseases are largely preventable and we must do more to stop what has become a silent disaster\,” she says. “The IFRC is partnering with National Societies across Asia-Pacific to roll out a new Zika-Dengue-Chikunguya (ZDC) Toolkit which enables communities to take action to eliminate mosquito breeding sites and prevent transmission.” \n \nThe Toolkit contains Community and School Prevention Modules and a toolkit of resources and games to print out and use. It can be used by Red Cross volunteers and anyone working with communities to pass on knowledge and skills in prevention and response on Zika\, Dengue and Chikungunya. It helps volunteers and communities to understand the cause\, symptoms\, treatment and the prevention of these diseases. The resource can be adapted and used in existing community health programmes and activities\, integrated with other sector activities and it can also be adapted for use in emergencies and after disasters. \nAs climate change shifts the distribution of mosquitoes to new areas\, mosquito control programmes\, community empowerment and awareness campaigns are proven strategies to reduce the impacts of vector-borne diseases. Red Cross and Red Crescent volunteers play a key role in their community\, particularly in school outreach programmes and activities targeted around prevention efforts. These community-based activities need to be sustained to ensure long-lasting disease control. \nDuring the workshop the participants took part in piloting the Toolkit’s usability and effectiveness. DESCRIPTION:For World AIDS Day 2016\, Thai Red Cross AIDS Research Centre (TRCARC) brought World AIDS Day to life in the communities by organizing special events to raise awareness of the role that individuals and communities could play in preventing the spread of HIV. The events promoted Free HIV testing and encourage individuals and their partners to know their HIV status at Anonymous Clinic and in the prison in Pathumthani province\, and screening and discussion of VD\, TB and Hepatitis B & C. Also occurred was activities to disseminate HIV/AIDS information to the public following the UN’s theme for this year’s World AIDS Day which is Hands Up for #HIV Prevention. \nActivities\n1. Communication through the social media outlets about HIV prevention\, testing and treatment\n– Online HIV risk reduction message to communicate accurate information about HIV\, HIV risk\, and ways to prevent both acquisition and transmission\n= Promotion of free HIV Testing on World AIDS Day \n2. On 1 December 2016\, TRCARC joined the official World AIDS Day Celebration at Anonymous Clinic.\n– Booth exhibition\n– Free HIV testing was offered on World AIDS Day on 1 December\n– Black ribbons were distributed \n3. Students Debate & Debunk HIV Myths at Tessaban 2 Wat Saneha School in Nakhon Pathom province. This province\, located approximately 70 kilometers away to the South of Thailand from Bangkok was chosen for several reasons; the first being that it is one of the zones where TRCARC presently work for Harm Reduction\, and the second being that TRCARC wanted to bring our message of HIV/AIDS education to an area with low socio-economic. \n  \n  \n  \n4. Prisoners Debate & Debunk HIV Myths at the prison in Prathumthani Province. This province\, located approximately 60 kilometers to the North of Thailand from Bangkok was chosen for several reasons; the first being that it is one of the zones where TRCARC presently works for Harm Reduction\, and the second being that TRCARC wanted to bring our message of HIV/AIDS education to an area where there is drug use. There were a debate\, an exhibition and a quiz session. \n  \n  \n  \nOutcomes\n• Using of the social networking sites to bridge communication among a diverse range of users\, in various geographic and social contexts\, leveraged through pre-existing platforms and with attention to the roles of anonymity and confidentiality in communication about HIV prevention and treatment\, continues to increase and becomes more widespread.\n• 172 people got free HIV testing on World AIDS Day.\n• The event was well attended. A total of 1\,714 students in the school came including upper secondary school students\, teachers\, villagers authorities\, district government staff and TRCARC staff.\n• 100 students and 100 prisoners were able to identify and discuss basic truths and myths surrounding HIV. They highlighted the importance of education as a preventive measure against HIV/AIDS.\n• Distributed condoms and lubricant\, printed with “PrEP helps prevent HIV” message with the key facts about HIV/AIDS on the back\, which promoted practical link between HIV/AIDS and safe sex.\n• Students campaigned for World AIDS Day in public by wearing the campaign t-shirts especially produced for the occasion.\n• The audience actively engaged with the debate showing laughter and applause. It was expected that this activity helped to increase HIV/AIDS knowledge. It is hoped that people change their attitude and behavior towards people living with HIV (PLHIV) as the drama performance showed people how to support PLHIV.\n• Participants in the quiz session demonstrated good knowledge of the HIV/AIDS information presented.\n• The materials distributed to the audience and displayed in the exhibition were well received. We hope that the provision of this information helps to provide ongoing support to increase knowledge and change individuals and communities behaviors and attitudes.

DESCRIPTION:Group Photo of 28th Asian Red Cross and Red Crescent HIV/AIDS Network in Jakarta 2016. \nThe 28th Asian Red Cross and Red Crescent HIV/AIDS Network (ART) Annual Meeting & Capacity Building Workshop was held in Jakarta\, Indonesia\, from 29 November  to 2 December  2016. \nThe ART was established as part of the overall response to the recommendations enshrined in the Beijing Declaration\, signed by all National Societies attending the IV Asia Pacific Conference in May 1993. ART is a regional network of Red Cross and Red Crescent Societies’ HIV and AIDS professionals\, from South East and East Asia.
